HOUSE RESOLUTION

 
2    WHEREAS, In 2013, over 107,000 vehicles were tested by
3Illinois's emissions testing program; and
 
4    WHEREAS, $16,000,000 was spent on administering Illinois's
5emissions testing program by the Illinois Environmental
6Protection Agency and the Secretary of State and $14,000,000 on
7a private contractor to conduct the testing, for a total of
8$30,000,000 being spent in just 3 regions of the State -
9Chicago, the collar counties, and the Metro East St. Louis
10area; and
 
11    WHEREAS, Illinois will spend an estimated total of
12$240,000,000 to conduct vehicle emissions testing throughout
13the upcoming 8-year contract effective April 1, 2015; this
14averages out to an estimated $280.00 per test in 2013 when
15including the cost to administer and conduct the testing; and
 
16    WHEREAS, The Illinois Environmental Protection Agency is
17currently taking bids from private contractors ready to sign an
188-year contract with the State to conduct emissions testing
19effective May 1, 2015; and
 
20    WHEREAS, 20 other states have de-centralized their
21emissions testing program; only 2 other states, Washington and

1New Jersey, have similar testing programs such as Illinois;
2therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we that we urge the Illinois Environmental Protection Agency to
6eliminate the vehicle emissions testing program when the
7current contract expires March 31, 2015; and be it further
 
8    RESOLVED, We also urge the Illinois Environmental
9Protection Agency not to enter into a new contract nor renew
10any previous contract; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12delivered to the Illinois Environmental Protection Agency
13Director Lisa Bonnett, Illinois Secretary of State Jesse White,
14and Illinois Governor Pat Quinn.
