| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to recognize Joyce E. Tucker on her life's |
| 4 | | accomplishment and her work in the advancement of equal |
| 5 | | employment; and
|
| 6 | | WHEREAS, Joyce Tucker is the former Vice-President of |
| 7 | | Global Diversity and Employee Rights for The Boeing Company; a |
| 8 | | role in which she was responsible for developing and |
| 9 | | implementing innovative cultural diversity initiatives, |
| 10 | | establishing and implementing Boeing's affirmative action |
| 11 | | plans, investigating and resolving internal and external Equal |
| 12 | | Employment Opportunity (EEO) complaints, ensuring compliance |
| 13 | | with federal, State, and local EEO mandates, enhancing the |
| 14 | | effectiveness of Boeing's Alternative Dispute Resolution and |
| 15 | | Corrective Action Programs, and creating and building |
| 16 | | relationships with internal and external diversity |
| 17 | | stakeholders; and
|
| 18 | | WHEREAS, Joyce Tucker is a nationally recognized expert |
| 19 | | with more than 30 years of experience in
equal employment |
| 20 | | opportunity and affirmative action in both the public and
|
| 21 | | private sectors; former President George H. W. Bush appointed |
| 22 | | her as
Commissioner of the United States Equal Employment |
| 23 | | Opportunity Commission (EEOC), where
she served from 1990 to |
|

| 1 | | 1996; prior to her appointment as an EEOC Commissioner, she

| 2 | | served for 10 years in the Illinois Governor's cabinet as the |

monitor |
| 5 | | for the landmark $34,000,000 consent decree between the EEOC |
| 6 | | and Mitsubishi
Motor Manufacturing of America; prior to joining |
| 7 | | The Boeing Company, she was
President of Tucker Spearman & |
| 8 | | Associates, a consulting company that specializes in
EEO and |
| 9 | | diversity management, where her clients included Fortune 500 |
| 10 | | companies; and
|
| 11 | | WHEREAS, In 2001, Joyce Tucker was appointed by former |
| 12 | | President George W. Bush to serve on the
White House Initiative |
| 13 | | Advisory Board for Historically Black Colleges and |
| 14 | | Universities; she currently serves on the board of directors |
| 15 | | for the Near North Health Service
Corporation and the Dr. |
| 16 | | Martin Luther King Jr. Boys and Girls Club of Chicago; and
|
| 17 | | WHEREAS, A
native of Illinois, Joyce Tucker received her |
| 18 | | Juris Doctorate from The John Marshall Law
School and is a |
| 19 | | member of the Illinois Bar; and
|
| 20 | | WHEREAS, Joyce Tucker is the recipient of many awards and |
| 21 | | honors including:
