1 | | HOUSE RESOLUTION
|
2 | | WHEREAS, The State of Illinois currently has 98,353 |
3 | | Medicare eligible retired state employees, teachers, and |
4 | | community college employees who participate in a State health |
5 | | insurance plan; and
|
6 | | WHEREAS, Beginning February 1, 2014, all participating |
7 | | members currently eligible for Medicare must participate in a |
8 | | Medicare Advantage health insurance plan instead of their |
9 | | previous health insurance plan; and
|
10 | | WHEREAS, Due to changing health insurance plans, certain |
11 | | circumstances may force individuals to modify their current |
12 | | health care providers or face increased obstacles to continue |
13 | | with current providers; and
|
14 | | WHEREAS, Individuals have often cultivated relationships |
15 | | over many years with their current medical professionals; and
|
16 | | WHEREAS, The relationship between an individual and his or |
17 | | her doctor often includes knowledge of past treatments, a |
18 | | history of that individual's condition, and a level of trust |
19 | | developed over many years; and
|
20 | | WHEREAS, A disruption in such a relationship between an |

1 | | individual and his or her doctor can be detrimental, especially |
2 | | to the State's elderly population; and
|
3 | | WHEREAS, Such changes can cause members to no longer |
4 | | receive necessary medical procedures, medications, or medical |
5 | | devices in a timely manner; therefore, be it |
6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
7 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
8 | | we urge the members of this body to give further consideration |
9 | | to allowing Medicare eligible members who participate in a |
10 | | State health insurance plan to remain in a Quality Care Health |
11 | | Plan rather than automatically being enrolled in a Medicare |
12 | | Advantage plan, to assure there will be no disruption in the |
13 | | healthcare relationships such members have previously |
14 | | established or in the receipt of necessary medical procedures, |
15 | | medications, and/or medical devices; and be it further

16 | | RESOLVED, That we urge the Department of Central Management |
17 | | Services to continue to work with members to aid in the best |
18 | | possible transition to a new health insurance plan as long as |
19 | | such a change is required; and be it further |
20 | | RESOLVED, That a suitable copy of this resolution be |
21 | | delivered to the Department of Central Management Services.
