HOUSE RESOLUTION

 
2    WHEREAS, United States Steel Corporation, which owns and
3operates the Granite City Works steel facility in Granite City,
4joins other steel-producing facilities throughout the State of
5Illinois and the country in supporting the United States
6Department of Commerce's thorough trade investigations into
7South Korea's export of oil country tubular goods and
8requesting full enforcement of United States trade laws
9preventing steel dumping; and
 
10    WHEREAS, Domestic steelmakers like the United States Steel
11Corporation are losing substantial sales to foreign countries
12like South Korea, which have "dumped" their oil country tubular
13goods into the United States market; and
 
14    WHEREAS, Hundreds of Illinois jobs are at stake, not only
15at steel mills, but throughout the supply chain, if this
16practice of "dumping" and circumventing United States trade law
17is allowed to continue; and
 
18    WHEREAS, Oil country tubular goods are the steel pipe
19products used in the extraction of oil and natural gas and play
20a critical role in our efforts to become energy independent;

1    WHEREAS, Domestic producers employ thousands of dedicated
2American workers, who use state-of-the-art technology to
3ensure that these products meet the highest standards; and
 
4    WHEREAS, These jobs are now in jeopardy due to the rapid
5surge of oil country tubular goods imports at prices below fair
6value and, in deceptive ways, evading international trade laws;
7and
 
8    WHEREAS, The United States Department of Commerce's
9International Trade Administration is expected to present a
10final decision regarding investigations into South Korean
11trade practices and potential "dumping" of oil country tubular
12goods steel materials by July of 2014; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we urge the President of the United States to ensure that the
16United States Department of Commerce fully and thoroughly
17investigate all facts surrounding the South Korean companies'
18trade practices regarding steel products and to take necessary
19action against any illegal activity in this matter; and be it
20further
 
21    RESOLVED, That a suitable copy of this resolution be
22delivered to President Barack Obama.
