2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to recognize Douglas L. Whitley and thank | ||||||
4 | him for his many years of service; and
| ||||||
5 | WHEREAS, As President and CEO of the Illinois Chamber of | ||||||
6 | Commerce, Douglas Whitley leads the Chamber's charge to | ||||||
7 | aggressively promote the interests of Illinois business; he has | ||||||
8 | been a registered Illinois lobbyist for more than 30 years and | ||||||
9 | has a long record of business leadership and expertise in | ||||||
10 | taxation and regulation, which he has earned in a career | ||||||
11 | spanning the public and private sectors; and
| ||||||
12 | WHEREAS, Throughout his career, Douglas Whitley has held | ||||||
13 | leadership positions with numerous business and civic | ||||||
14 | organizations; he co-founded and co-chairs the Transportation | ||||||
15 | for Illinois Coalition and currently serves on the Board of | ||||||
16 | Directors for the Illinois Technology Partnership and on the | ||||||
17 | Steering Committee for the Illinois Business Immigration | ||||||
18 | Coalition; his other leadership positions have included the | ||||||
19 | Illinois Business Roundtable, the Chicagoland Chamber of | ||||||
20 | Commerce, the Economic Club of Chicago, and Chicago's Work | ||||||
21 | Force Development Board; he has served on numerous commissions | ||||||
22 | and advisory boards including Governor Quinn's Economic | ||||||
23 | Recovery Commission, the Advisory Board to the Illinois |

1 | Department of Employment Security, and the Illinois Workforce | ||||||
2 | Investment Board of the Illinois Department of Commerce and | ||||||
3 | Economic Opportunity; and
| ||||||
4 | WHEREAS, Before joining the Illinois Chamber of Commerce, | ||||||
5 | Douglas Whitley was President of Ameritech Illinois; he served | ||||||
6 | 2 years as Director of the Illinois Department of Revenue | ||||||
7 | during the administration of Governor Jim Edgar and, prior to | ||||||
8 | that, he was president of the Taxpayers' Federation of Illinois | ||||||
9 | for 14 years; in earlier years, he was a legislative staff | ||||||
10 | member in the Illinois House of Representatives; and
| ||||||
11 | WHEREAS, A lifelong Illinois resident, Douglas Whitley | ||||||
12 | spent his youth in Atwood, a small, central Illinois farming | ||||||
13 | community of 1,200, where he achieved the rank of Eagle Scout; | ||||||
14 | he earned his bachelor's degree in government and history from | ||||||
15 | Southern Illinois University and was granted an honorary | ||||||
16 | doctorate degree from Western Illinois University; he and his | ||||||
17 | wife, Joanne, live in Kane County and they have 3 children; | ||||||
18 | therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
20 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
21 | we recognize Douglas Whitley, thank him for his many years of | ||||||
22 | service, and wish him the best in all his future endeavors; and | ||||||
23 | be it further
