2 | | WHEREAS, Representative JoAnn D. Osmond has faithfully |
3 | | served the constituents of the 61st District since 2002, |
4 | | following in the footsteps of her late husband Timothy; she |
5 | | retired from public service this summer, bringing to conclusion |
6 | | a career in public service that spanned more than 30 years; and
|
7 | | WHEREAS, Upon her graduation from Holy Child High School in |
8 | | Waukegan, Representative Osmond enjoyed an 18-year career in |
9 | | the field of law, including 6 years as a paralegal in |
10 | | Washington, D.C.; she also served as Executive Director of the |
11 | | Lake County Bar Association from 1977 until 1982; and
|
12 | | WHEREAS, Representative Osmond is the past owner of Osmond |
13 | | Insurance Services, Ltd. in Antioch, and has been a licensed |
14 | | insurance broker in auto, life, and commercial insurance for |
15 | | nearly 30 years; her vast experience in the field of insurance |
16 | | led to her appointment as Republican Spokesperson on the |
17 | | Insurance Committee in the Illinois House of Representatives |
18 | | for 4 years; and |
19 | | WHEREAS, Representative Osmond's legislative experience |
20 | | dates back more than 30 years when she became the legislative |
21 | | aide to newly elected Representative Robert W. Churchill in |
22 | | 1983, a position she held until 1999, before serving in the |

1 | | same capacity for Representative Sidney Mathias until 2001; her |
2 | | service as Legislative Aide included Representative |
3 | | Churchill's tenure as Illinois House Majority Leader from 1995 |
4 | | until 1997; and |
5 | | WHEREAS, Representative Osmond became a Illinois State |
6 | | Representative in 2002; she focused on continuing her life's |
7 | | work on behalf of Illinois families and taxpayers; she served |
8 | | on various Committees, including Appropriations-Public Safety, |
9 | | Veterans Affairs, Insurance, Tourism & Conventions, and Public |
10 | | Safety: Police & Fire Committees, and she was the Republican |
11 | | Spokesperson on the Human Services Committee for the 98th |
12 | | General Assembly; and |
13 | | WHEREAS, Representative Osmond took a leading role in the |
14 | | General Assembly as a champion of mandated placement of |
15 | | defibrillation devices, called AED machines, in Illinois |
16 | | public places; because of her, school vestibules, college |
17 | | lecture halls, exercise gyms, and local halls of government |
18 | | have AEDs ready to help save a life; and
|
19 | | WHEREAS, Representative Osmond's community involvement has |
20 | | included service on the Board of Directors of the Antioch |
21 | | Mental Health Association from 1992 to 2001, serving as |
22 | | President from 2000 to 2001; she was a Trustee and Treasurer of |
23 | | the First Fire Protection District of Antioch from 1993 to |

1 | | 2004, a member of the Parish Council Finance Committee for St. |
2 | | Peter Church from 1994 to 2002, a member of St. Peter's Parish |
3 | | Council of Catholic Women, a member of the Lake County Criminal |
4 | | Justice Coordinating Committee, a member of Wings - Women |
5 | | Interested in Government - from 2003 to 2008, and a member of |
6 | | the Illinois Stroke Task Force; in 2007, she became a member of |
7 | | the State Bank of the Lakes Board of Directors; and
|
8 | | WHEREAS, Representative Osmond has been honored by various |
9 | | groups and organizations over the years, including the State |
10 | | Farm Insurance Embrace Life Award in 2004; the Illinois Farm |
11 | | Bureau Friend of Agriculture Award in 2004, 2007, 2008, 2009, |
12 | | 2010, and 2011; the American Heart Association's Life Saver |
13 | | Award in 2004; the Friend of Gavin School Award in 2004; the |
14 | | Delta Kappa Gamma Society International Award in 2006; the |
15 | | Community Action Partnership of Lake County Legislator Award; |
16 | | the Champion of Free Enterprise Award in 2009 and 2010; and the |
17 | | Lillian Golonka Award; she was recognized by the National |
18 | | Federation of Independent Business Guardian of Small Business |
19 | | and the Illinois Chamber of Commerce in 2007 and 2008; she was |
20 | | also named the 2008 recipient of the Adam C. Skrzenta |
21 | | Leadership Award from the Grant Township Republican Club; and
|
22 | | WHEREAS, Representative Osmond was married to the late |
23 | | State Representative Timothy H. Osmond, himself a longtime |
24 | | leader in the civic and business community as well as State |

1 | | government; she is the proud mother of 2 children, daughter, |
2 | | Colleen (Ed) and son, Michael (Nicole), and the proud |
3 | | grandmother of 5 grandchildren; therefore, be it
|
4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
5 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
6 | | we recognize State Representative JoAnn D. Osmond and |
7 | | congratulate her on a lifetime of dedicated service to the |
8 | | people of the State of Illinois, and we wish her a very happy |
9 | | retirement; and be it further

10 | | RESOLVED, That a suitable copy of this resolution be |
11 | | presented to Representative Osmond as an expression of our |
12 | | esteem and respect.
