HOUSE RESOLUTION

 
2    WHEREAS, Representative JoAnn D. Osmond has faithfully
3served the constituents of the 61st District since 2002,
4following in the footsteps of her late husband Timothy; she
5retired from public service this summer, bringing to conclusion
6a career in public service that spanned more than 30 years; and
 
7    WHEREAS, Upon her graduation from Holy Child High School in
8Waukegan, Representative Osmond enjoyed an 18-year career in
9the field of law, including 6 years as a paralegal in
10Washington, D.C.; she also served as Executive Director of the
11Lake County Bar Association from 1977 until 1982; and
 
12    WHEREAS, Representative Osmond is the past owner of Osmond
13Insurance Services, Ltd. in Antioch, and has been a licensed
14insurance broker in auto, life, and commercial insurance for
15nearly 30 years; her vast experience in the field of insurance
16led to her appointment as Republican Spokesperson on the
17Insurance Committee in the Illinois House of Representatives
18for 4 years; and
 
19    WHEREAS, Representative Osmond's legislative experience
20dates back more than 30 years when she became the legislative
21aide to newly elected Representative Robert W. Churchill in
221983, a position she held until 1999, before serving in the

1same capacity for Representative Sidney Mathias until 2001; her
2service as Legislative Aide included Representative
3Churchill's tenure as Illinois House Majority Leader from 1995
4until 1997; and
 
5    WHEREAS, Representative Osmond became a Illinois State
6Representative in 2002; she focused on continuing her life's
7work on behalf of Illinois families and taxpayers; she served
8on various Committees, including Appropriations-Public Safety,
9Veterans Affairs, Insurance, Tourism & Conventions, and Public
10Safety: Police & Fire Committees, and she was the Republican
11Spokesperson on the Human Services Committee for the 98th
12General Assembly; and
 
13    WHEREAS, Representative Osmond took a leading role in the
14General Assembly as a champion of mandated placement of
15defibrillation devices, called AED machines, in Illinois
16public places; because of her, school vestibules, college
17lecture halls, exercise gyms, and local halls of government
18have AEDs ready to help save a life; and
 
19    WHEREAS, Representative Osmond's community involvement has
20included service on the Board of Directors of the Antioch
21Mental Health Association from 1992 to 2001, serving as
22President from 2000 to 2001; she was a Trustee and Treasurer of
23the First Fire Protection District of Antioch from 1993 to

12004, a member of the Parish Council Finance Committee for St.
2Peter Church from 1994 to 2002, a member of St. Peter's Parish
3Council of Catholic Women, a member of the Lake County Criminal
4Justice Coordinating Committee, a member of Wings - Women
5Interested in Government - from 2003 to 2008, and a member of
6the Illinois Stroke Task Force; in 2007, she became a member of
7the State Bank of the Lakes Board of Directors; and
 
8    WHEREAS, Representative Osmond has been honored by various
9groups and organizations over the years, including the State
10Farm Insurance Embrace Life Award in 2004; the Illinois Farm
11Bureau Friend of Agriculture Award in 2004, 2007, 2008, 2009,
122010, and 2011; the American Heart Association's Life Saver
13Award in 2004; the Friend of Gavin School Award in 2004; the
14Delta Kappa Gamma Society International Award in 2006; the
15Community Action Partnership of Lake County Legislator Award;
16the Champion of Free Enterprise Award in 2009 and 2010; and the
17Lillian Golonka Award; she was recognized by the National
18Federation of Independent Business Guardian of Small Business
19and the Illinois Chamber of Commerce in 2007 and 2008; she was
20also named the 2008 recipient of the Adam C. Skrzenta
21Leadership Award from the Grant Township Republican Club; and
 
22    WHEREAS, Representative Osmond was married to the late
23State Representative Timothy H. Osmond, himself a longtime
24leader in the civic and business community as well as State

1government; she is the proud mother of 2 children, daughter,
2Colleen (Ed) and son, Michael (Nicole), and the proud
3grandmother of 5 grandchildren; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we recognize State Representative JoAnn D. Osmond and
7congratulate her on a lifetime of dedicated service to the
8people of the State of Illinois, and we wish her a very happy
9retirement; and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to Representative Osmond as an expression of our
12esteem and respect.
