| 1 | | AN ACT concerning conservation.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Community Youth Employment Act is amended by |
| 5 | | changing Section 5 as follows:
|
| 6 | | (30 ILCS 757/5)
|
| 7 | | Sec. 5. Program; eligibility. Subject to appropriation, |
| 8 | | the Department of Commerce and Economic Opportunity shall |
| 9 | | administer a competitive grant program that will provide 5,000 |
| 10 | | youths with stipends or wages, or both, and supervision for up |
| 11 | | to a 52-week, year-round 10-week summer work period. The grants |
| 12 | | shall be awarded only to summer programs, of no more than 100 |
| 13 | | youths, that: |
| 14 | | (1) are created and administered by a community-based |
| 15 | | organization, not-for-profit organization, educational |
| 16 | | institution, or governmental entity in Illinois; |
| 17 | | (2) employ low-income youths in Illinois between the |
| 18 | | ages of 14 and 21; and |
| 19 | | (3) involve age-appropriate, ability-appropriate, and |
| 20 | | experience-appropriate: |
| 21 | | (A) job training; |
| 22 | | (B) life skills; |
| 23 | | (C) education counseling; |
