Amends the Governor's Office of Management and Budget Act. Provides that the Governor's Office of Management and Budget shall create, on its official Internet website, an electronic database to allow any State agency or nonprofit vendor to submit grant agreements and grant-related documents electronically and to provide for the public display of those documents on its website. Provides that any nonprofit vendor that is incapable of electronically filing its grant agreements and grant-related documents shall submit a written statement to the Office attesting to the reasons for its inability to do so, and that statement shall be published by the Office on the database. Provides that the Office shall update the database as additional information becomes available in a format that can be compiled and published on the database by the Office. Provides that each State agency shall cooperate with the Office in furnishing the information necessary for the implementation of this Section within a timeframe specified by the Office. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Governor's Office of Management and Budget |
5 | | Act is amended by adding Section 6.02 as follows: |
6 | | (20 ILCS 3005/6.02 new) |
7 | | Sec. 6.02. Grant agreement database. |
8 | | (a) For the purposes of this Section, "State agency" means |
9 | | the offices of the constitutional officers identified in |
10 | | Article V of the Illinois Constitution, executive agencies, and |
11 | | departments, boards, commissions, and authorities under the |
12 | | Governor. |
13 | | (b) Beginning January 1, 2014, the Office shall create, on |
14 | | its official Internet website, an electronic database to allow |
15 | | any State agency or nonprofit vendor to submit grant agreements |
16 | | and grant-related documents electronically and to provide for |
17 | | the public display of those documents on its website. All grant |
18 | | agreements and all grant-related documents, including progress |
19 | | reports, status updates, and final reports that nonprofit |
20 | | vendors are required to submit to the State, such as those |
21 | | filed pursuant to the Illinois Grant Funds Recovery Act, shall |
22 | | be submitted electronically to, and displayed publicly on, the |
