| 1 | | AN ACT concerning State government.

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The State Budget Law of the Civil Administrative |
| 5 | | Code of Illinois is amended by adding Section 50-27 as follows:

| 7 | | Sec. 50-27. Budgeting process; working group. On July 1, |
| 8 | | 2013, or as soon thereafter as possible, the commission |
| 9 | | described in Section 50-25 shall create a working group |
| 10 | | consisting of members of the commission for the purpose of |
| 11 | | developing a plan to make the State budgeting process the most |
| 12 | | transparent, publicly-accessible budgeting process in the |
| 13 | | nation. The working group shall study proposals related to |
| 14 | | transparency and accessibility in the budgeting process and |
| 15 | | shall report its findings to the Governor, the General |
| 16 | | Assembly, and the commission no later than January 1, 2015. The |
| 17 | | working group may consult with the Director of Revenue, the |
| 18 | | State Comptroller, and the State Treasurer, and the Director of |
| 19 | | Revenue, the State Comptroller, and the State Treasurer shall |
| 20 | | cooperate with the working group. This Section is repealed on |
| 21 | | January 1, 2016.
