Amends the Wildlife Code. Provides that it shall be unlawful to use a mobile blind for the taking of migratory waterfowl unless the mobile blind is in a stationary position when in use. Defines "mobile blind". Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Wildlife Code is amended by changing Section |
5 | | 2.19 as follows:
|
6 | | (520 ILCS 5/2.19) (from Ch. 61, par. 2.19)

7 | | Sec. 2.19.
|
8 | | (a) It shall be unlawful to use a floating blind for the
|
9 | | taking of migratory waterfowl, as permitted by this Act, unless |
10 | | such
blind is anchored in a stationary position when in use. |
11 | | This does not
prohibit the use of a scull boat in taking |
12 | | migratory waterfowl except where
use of a scull boat is |
13 | | prohibited by Administrative Rule. A scull boat
is defined as a |
14 | | boat
propelled by means of an oar fixed in a notch in the |
15 | | transom of a boat
and worked in a turning or sculling motion.

16 | | A floating blind is defined as any watercraft or floating |
17 | | structure that
is camouflaged, disguised, or altered in |
18 | | appearance to offer a place of
concealment and is capable of |
19 | | carrying a person. Such floating blind may
be mechanically |
20 | | powered as long as such power is used only for movement
to and |
21 | | from the place of hunting and no attempt is made to hunt during |
22 | | such movement.

23 | | (b) It shall be unlawful to use a mobile blind for the |
