| 8 | | "For the purposes of this Section, "final disposal" shall not |
| 9 | | include the use of loads of whole or processed asphalt roofing |
| 10 | | shingles for landfill management practices, including, but not |
| 11 | | limited to, the use of those materials for road construction, |
| 12 | | alternative daily cover, drainage, or similar purposes.".
