1 | | AN ACT concerning education.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The School Code is amended by renumbering and |
5 | | changing Section 2-3.157, as added by Public Act 98-301, as |
6 | | follows: |
7 | | (105 ILCS 5/2-3.158) |
8 | | (Section scheduled to be repealed on May 31, 2015) |
9 | | Sec. 2-3.158 2-3.157 . Task Force on Civic Education. |
10 | | (a) The State Board of Education shall establish the Task |
11 | | Force on Civic Education, to be comprised of all of the |
12 | | following members, with an emphasis on bipartisan legislative |
13 | | representation and diverse non-legislative stakeholder |
14 | | representation: |
15 | | (1) One member appointed by the Speaker of the House of |
16 | | Representatives. |
17 | | (2) One member appointed by the President of the |
18 | | Senate. |
19 | | (3) One member appointed by the Minority Leader of the |
20 | | House of Representatives. |
21 | | (4) One member appointed by the Minority Leader of the |
22 | | Senate. |
23 | | (5) One member appointed by the head of an association |

1 | | representing a teachers union. |
2 | | (6) One member appointed by the head of an association |
3 | | representing the Chicago Teachers Union. |
4 | | (7) One member appointed by the head of an association |
5 | | representing social studies teachers. |
6 | | (8) One member appointed by the head of an association |
7 | | representing school boards. |
8 | | (9) One member appointed by the head of an association |
9 | | representing the media. |
10 | | (10) One member appointed by the head of an association |
11 | | representing the non-profit sector that promotes civic |
12 | | education as a core mission. |
13 | | (11) One member appointed by the head of an association |
14 | | representing the non-profit sector that promotes civic |
15 | | engagement among the general public. |
16 | | (12) One member appointed by the president of an |
17 | | institution of higher education who teaches college or |
18 | | graduate-level government courses or facilitates a program |
19 | | dedicated to cultivating civic leaders. |
20 | | (13) One member appointed by the head of an association |
21 | | representing principals or district superintendents. |
22 | | (b) The members of the Task Force shall serve without |
23 | | compensation but shall be reimbursed for their reasonable and |
24 | | necessary expenses from funds appropriated to the State Board |
25 | | of Education for that purpose. The members of the Task Force |
26 | | shall be reimbursed for their travel expenses from |

1 | | appropriations to the State Board of Education available for |
2 | | that purpose and subject to the rules of the appropriate travel |
3 | | control board. |
4 | | (c) The members of the Task Force shall be considered |
5 | | members with voting rights. A quorum of the Task Force shall |
6 | | consist of a simple majority of the members of the Task Force. |
7 | | All actions and recommendations of the Task Force must be |
8 | | approved by a simple majority vote of the members. |
9 | | (d) The Task Force shall meet initially at the call of the |
10 | | State Superintendent of Education, shall elect one member as |
11 | | chairperson at its initial meeting through a simple majority |
12 | | vote of the Task Force, and shall thereafter meet at the call |
13 | | of the chairperson. |
14 | | (e) The State Board of Education shall provide |
15 | | administrative and other support to the Task Force. |
16 | | (f) The Task Force is charged with all of the following |
17 | | tasks: |
18 | | (1) To analyze the current state of civic education in |
19 | | this State. |
20 | | (2) To analyze current civic education laws in other |
21 | | jurisdictions, both mandated and permissive. |
22 | | (3) To identify best practices in civic education in |
23 | | other jurisdictions. |
24 | | (4) To make recommendations to the General Assembly |
25 | | focused on substantially increasing civic literacy and the |
26 | | capacity of youth to obtain the requisite knowledge, |

1 | | skills, and practices to be civically informed members of |
2 | | the public. |
3 | | (5) To make funding recommendations if the Task Force's |
4 | | recommendations to the General Assembly would require a |
5 | | fiscal commitment. |
6 | | (g) No later than December May 31, 2014, the Task Force |
7 | | shall summarize its findings and recommendations in a report to |
8 | | the General Assembly, filed as provided in Section 3.1 of the |
9 | | General Assembly Organization Act. Upon filing its report, the |
10 | | Task Force is dissolved. |
11 | | (h) This Section is repealed on December May 31, 2015.

13 | | Section 99. Effective date. This Act takes effect upon |
14 | | becoming law.
