SYNOPSIS AS INTRODUCED:

105 ILCS 5/2-3.160 new

Amends the School Code. Provides that subject to appropriation, the State Board of Education shall conduct a study of the implementation of a requirement that each school district maintain an individual career plan of study for each pupil enrolled in the school district in grades 8 through 12. Provides that on or before December 31, 2016, the State Board of Education shall prepare and submit a report to the General Assembly on the findings of the study. Requires the State Board of Education to establish a technical education and career incentive program. Provides that the State Board of Education shall make an award to school districts that have at least one pupil who graduates from a high school in the school district having obtained an industry-recognized credential in an occupation that has been identified by the Director of Labor, in consultation with the Board of Higher Education and the State Board of Education, as an occupation in highest need of additional skilled employees at the time the pupil entered the technical education course or program in the school district. Sets forth provisions governing the amount, certification, and distribution of the award.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Section 2-3.160 as follows:

Sec. 2-3.160. Technical education and career incentive program.

(a) As used in this Section, "individual career plan of study" means a proposed individualized coherent sequence of classes focused on a career pathway that enables a seamless transition into a post-secondary education program.

(b) Subject to appropriation, the State Board of Education shall conduct a study of the implementation of a requirement that each school district maintain an individual career plan of study for each pupil enrolled in the school district in grades 8 through 12. On or before December 31, 2016, the State Board of Education shall prepare and submit a report to the General Assembly on the findings of the study.

(c) The State Board of Education shall establish a technical education and career incentive program.

Subject to appropriation, each school year, the State Board of Education shall make an award to school districts that have at least one pupil who graduates from a high school in the school district having obtained an industry-recognized credential in an occupation that has been identified by the Director of Labor, in consultation with the Board of Higher Education and the State Board of Education, as an occupation in highest need of additional skilled employees at the time the pupil entered the technical education course or program in the school district. The school districts shall receive an award in an amount equal to $1,000 for each such pupil graduating from a high school in the school district. The State Board of Education shall certify the amount due to each school district and the awards shall be paid at such times as established by the State Board of Education. The awards shall be used toward any expenses incurred by the school district in providing technical education courses, and any moneys remaining after distribution may be expended as determined by the school district toward the operation of the school from which the pupils graduated.
