| 2 | | (b) The Board and the Department of Corrections shall |
| 3 | | establish a pilot program in which adjudicated youth offenders |
| 4 | | or adult inmates or both who are credit deficient or in need of |
| 5 | | a non-traditional education are provided an opportunity to earn |
| 6 | | a vocational online high school diploma as an alternative to |
| 7 | | earning an in-residence high school diploma or high school |
| 8 | | equivalency certificate. The pilot program shall allow |
| 9 | | eligible adjudicated youth offenders or adult inmates or both |
| 10 | | to take online courses provided by an AdvancED/NCA/SACS |
| 11 | | accredited online career education program and facilitated by |
| 12 | | teachers licensed by this State, which shall allow a student to |
| 13 | | earn enough credits to graduate or to receive a high school |
| 14 | | diploma and career certificate from the AdvancED/NCA/SACS |
| 15 | | accredited online career education program. The Board and the |
| 16 | | Department of Corrections shall choose 5 juvenile justice or |
| 17 | | adult facilities or a combination of both to participate in the |
| 18 | | pilot program. |
| 19 | | The Board and the Department of Corrections shall develop a |
| 20 | | plan for online career education programs participating in the |
| 21 | | pilot program. The plan must address the following |
| 22 | | classifications of career educational programming: |
| 23 | | (1) Type 1. Programs that teach personal |
| 24 | | accountability skills and behaviors that are appropriate |
| 25 | | for students in all age groups and ability levels and that |
| 26 | | lead to work habits that help maintain employment and |

| 1 | | living standards. |
| 2 | | (2) Type 2. Programs that include Type 1 program |
| 3 | | content and an orientation to the broad scope of career |
| 4 | | choices, based upon personal abilities, aptitudes, and |
| 5 | | interests, and exploring and gaining knowledge of |
| 6 | | occupational options and the level of effort required to |
| 7 | | achieve them as essential prerequisites to skill training. |
| 8 | | (3) Type 3. Programs that include Type 1 program |
| 9 | | content and career education competencies or the |
| 10 | | prerequisites needed for entry into a specific occupation. |
| 11 | | The plan must also evaluate the effect of students' |
| 12 | | mobility between juvenile justice education programs and |
| 13 | | school districts on the students' educational outcomes and |
| 14 | | whether the continuity of the students' educational outcomes |
| 15 | | and whether the continuity of the student's education can be |
| 16 | | better addressed through an Internet-based delivery of |
| 17 | | education that meets requirements for: |
| 18 | | (A) delivery by an agent that is fully accredited by |
| 19 | | AdvancED, the unified organization of the North Central |
| 20 | | Association Commission on Accreditation and School |
| 21 | | Improvement (NCA CASI), and the Southern Association of |
| 22 | | Colleges and Schools' Council on Accreditation and School |
| 23 | | Improvement (SACS CASI); |
| 24 | | (B) delivery from a secure environment that both |
| 25 | | protects and restricts Internet-access for students in |
| 26 | | confined or restricted settings; |

| 1 | | (C) responsive and rapid enrollment, ensuring juvenile |
| 2 | | offenders are placed in an educational setting immediately |
| 3 | | upon adjudication, instead of waiting for the start of a |
| 4 | | new semester or quarter; |
| 5 | | (D) articulating credits, issuing transcripts, and |
| 6 | | conferring certifications and diplomas, allowing existing |
| 7 | | credits toward graduation to be incorporated into the |
| 8 | | overall graduation plan; |
| 9 | | (E) accommodating the needs of juvenile offenders with |
| 10 | | widely varying academic requirements; and |
| 11 | | (F) providing performance-based instruction that |
| 12 | | advances students based on performance, not just |
| 13 | | instruction time. |
| 14 | | No more than 3 years after the pilot program has been |
| 15 | | established under this Section, the Board and the Department of |
| 16 | | Corrections shall file a report with the General Assembly |
| 17 | | concerning the results of the pilot program and whether the |
| 18 | | pilot program should be expanded. |
