| 1 | | SENATE JOINT RESOLUTION
|
| 2 | | WHEREAS, Section 14.1 of the Toll Highway Act provides that |
| 3 | | prior to the issuance of bonds for or the commencement of |
| 4 | | construction of any new toll highway, that particular toll |
| 5 | | highway shall be authorized by joint resolution of the General |
| 6 | | Assembly; and
|
| 7 | | WHEREAS, In 1995 by Senate Joint Resolution 45 (the 1995 |
| 8 | | Resolution) the General Assembly approved the expansion of the |
| 9 | | Illinois toll highway system to include an O'Hare Airport |
| 10 | | Bypass with Extension, with the Bypass to be constructed |
| 11 | | generally along the western edge of the O'Hare Airport between |
| 12 | | I-90 (Northwest Tollway) near Elmhurst Road and I-294 |
| 13 | | (Tri-State Tollway) near Grand Avenue, and with the extension |
| 14 | | to be constructed in a generally East-West direction between |
| 15 | | I-290 (near Thorndale Avenue) at the West and the Bypass at the |
| 16 | | East; and
|
| 17 | | WHEREAS, It is necessary and appropriate, following |
| 18 | | extensive multi-agency public outreach culminating in |
| 19 | | recommendations agreed upon by all communities along the |
| 20 | | proposed Elgin-O'Hare corridor to proceed with construction of |
| 21 | | new toll highway facilities, to update the 1995 Resolution to |
| 22 | | reflect the current project recommendation as outlined in the |
| 23 | | October 2012 Tier 2 Final Environmental Impact Statement that |

| 1 | | was jointly executed by the Federal Aviation Administration, |
| 2 | | Federal Highway Administration, Illinois Department of |
| 3 | | Transportation, and Illinois State Toll Highway Authority; and
|
| 4 | | WHEREAS, It may be necessary and appropriate to expand the |
| 5 | | project limits over time to adhere to future additions or |
| 6 | | expansions of the EOWA project; therefore, be it
|
| 7 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
| 8 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
| 9 | | CONCURRING HEREIN, that the Illinois State Toll Highway |
| 10 | | Authority be authorized to expand the Illinois toll highway |
| 11 | | system, under a project to be known as the Elgin-O'Hare Western |
| 12 | | Access (EOWA), to include an O'Hare Airport Bypass with |
| 13 | | Extension, general access to O'Hare Airport primarily from the |
| 14 | | West and South, with the Bypass to be constructed generally |
| 15 | | along the western edge of the O'Hare Airport between I-90 |
| 16 | | (Northwest Tollway) near Elmhurst Road and I-294 (Tri-State |
| 17 | | Tollway) near Grand Avenue, and with the Extension to be |
| 18 | | constructed in a generally East-West direction between the |
| 19 | | Bypass at the East and the western terminus of the Elgin-O'Hare |
| 20 | | Expressway at U.S. 20 to the West; including, but not limited |
| 21 | | to, any necessary access ramps and bridges; and be it further

| 22 | | RESOLVED, That the Illinois State Toll Highway Authority, |
| 23 | | in performing work to complete the EOWA project, consider and |
|

| 1 | | utilize, to the extent practicable, available technology and |
| 2 | | construction processes intended to reduce the environmental |
| 3 | | impact of the project on surrounding areas, and to perform work |
| 4 | | that will facilitate establishment of future freight |
| 5 | | inter-modal transport, and alternative transport modes |
| 6 | | including rail transit, bicycle, and pedestrian within the |
| 7 | | project area; and be it further
|
| 8 | | RESOLVED, That that the Illinois State Toll Highway |
| 9 | | Authority shall complete the EOWA project in a manner that |
| 10 | | supports diversity involvement in the project work and economic |
| 11 | | development in the region; and be it further |
| 12 | | RESOLVED, That a copy of this preamble and resolution be |
| 13 | | immediately forwarded to each of the Directors of the Illinois |
| 14 | | State Toll Highway Authority.
