| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Ricardo Alphonso Neal, who passed away on |
| 4 | | March 22, 2013; and
|
| 5 | | WHEREAS, Ricardo Neal was born on October 19, 1960, in St. |
| 6 | | Louis, Missouri; his parents were Gene Neal and Ruth Jean |
| 7 | | Gates; as a young boy, he accepted salvation at Temple Church |
| 8 | | of Christ in St. Louis; and
|
| 9 | | WHEREAS, After graduating from Mercy High School, Ricardo |
| 10 | | Neal attended Tennessee State University, where he became a |
| 11 | | proud member of Kappa Alpha Psi Fraternity; he later earned his |
| 12 | | bachelor's degree in psychology from Columbia College and his |
| 13 | | master's degree in counseling from Missouri Baptist |
| 14 | | University; and
|
| 15 | | WHEREAS, Ricardo Neal was an employee of the St. Louis |
| 16 | | Public School System and the Gateway Foundation; and
|
| 17 | | WHEREAS, Ricardo Neal was an Ordained Elder in the |
| 18 | | Pentecostal Assemblies of the World, Inc., where he worked |
| 19 | | diligently in the ministry of drug and alcohol recovery; after |
| 20 | | relocating his family to Illinois, he joined the New Life In |
| 21 | | Christ Interdenominational Church and continued his faithful |
|

| 1 | | service as a minister-in-training; his dream was to start a |
| 2 | | non-profit Christian organization called Anointed Grounds |
| 3 | | Ministry to assist those suffering from drug addiction and |
| 4 | | alcoholism, and he had made great strides in recent months |
| 5 | | toward fulfilling his dream; and
|
| 6 | | WHEREAS, Ricardo Neal enjoyed traveling and watching the |
| 7 | | History Channel and old black and white films on TCM; and
|
| 8 | | WHEREAS, Ricardo Neal is survived by his loving wife of 18 |
| 9 | | years, Roshanda Neal; his children, Randy Wiley, Mikayla Neal, |
| 10 | | Mariah Neal, Marissa Neal, and Jayden Neal; his special cousin, |
| 11 | | Sonja Strozier; his aunt, Mary (Tom) Roberts; his |
| 12 | | mother-in-law, Annie May; his sisters-in-law, Erica May, |
| 13 | | Barbara (Calvin) Ginger, and Gloria May; his special friend, |
| 14 | | Arthur Jones; and his many cousins, nieces, nephews, other |
| 15 | | relatives, and friends, including the Brothers in the Bond of |
| 16 | | Kappa Alpha Psi Fraternity, Inc., Alpha Theta Chapter; |
| 17 | | therefore, be it
|
| 18 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
| 19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with |
| 20 | | his family and friends, the passing of Ricardo Alphonso Neal; |
| 21 | | and be it further
