| 2 | WHEREAS, The ability for police officers to safely and | ||||||
| 3 | effectively carry out their official duties is of utmost | ||||||
| 4 | importance to the health, safety, and welfare of all persons in | ||||||
| 5 | the State of Illinois; and
| ||||||
| 6 | WHEREAS, Recent news reports have raised the issue of a | ||||||
| 7 | need for Illinois police agencies to have uniform standards for | ||||||
| 8 | recognizing alcohol impairment and addressing that impairment; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, There is need for review of the standards used by | ||||||
| 11 | police departments to recognize and address alcohol | ||||||
| 12 | impairment; and
| ||||||
| 13 | WHEREAS, It is in the best interest of the people of the | ||||||
| 14 | State of Illinois to foster a safe environment for police | ||||||
| 15 | officers and the citizens they serve by facilitating the use of | ||||||
| 16 | uniform alcohol impairment policies by police agencies within | ||||||
| 17 | the State; and
| ||||||
| 18 | WHEREAS, The Illinois Law Enforcement Training Standards | ||||||
| 19 | Board is responsible for certifying officers and setting | ||||||
| 20 | standards for officer fitness throughout the State of Illinois; | ||||||
| 21 | therefore, be it
| ||||||

| 1 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
| 2 | ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Law | ||||||
| 3 | Enforcement Training Standards Board is urged to convene a Task | ||||||
| 4 | Force on Alcohol Impairment within one month after the adoption | ||||||
| 5 | of this resolution to study and evaluate all available and | ||||||
| 6 | relevant data for the purpose of presenting to the Board a | ||||||
| 7 | recommendation for an alcohol impairment model policy for | ||||||
| 8 | police agencies in the State of Illinois; and be it further
| ||||||
| 9 | RESOLVED, That the Task Force shall be composed of the | ||||||
| 10 | following members: | ||||||
| 11 | (1) one designee of the Illinois Law Enforcement | ||||||
| 12 | Training Standards Board, who shall act as chair of the Task | ||||||
| 13 | Force; | ||||||
| 14 | (2) one designee from a state-wide police labor union; | ||||||
| 15 | (3) one designee from the Illinois Fraternal Order of | ||||||
| 16 | Police; | ||||||
| 17 | (4) one designee from the Illinois Police Benevolent | ||||||
| 18 | and Protective Association; | ||||||
| 19 | (5) one designee from the Illinois Association of | ||||||
| 20 | Chiefs of Police; | ||||||
| 21 | (6) one designee from the Illinois Sheriffs' | ||||||
| 22 | Association; | ||||||
| 23 | (7) one designee from the Illinois chapter of the | ||||||
| 24 | National Alliance for Mental Health; and | ||||||
| |||||||
| |||||||
| 1 | (8) other such members as the chair may designate; and | ||||||
| 2 | be it further | ||||||
| 3 | RESOLVED, That the members of this Task Force shall serve | ||||||
| 4 | without compensation; the Illinois Law Enforcement Training | ||||||
| 5 | Standards Board shall provide administrative support to the | ||||||
| 6 | Task Force; and be it further | ||||||
| 7 | RESOLVED, That the Board shall submit to the General | ||||||
| 8 | Assembly for its consideration, no later than December 31, | ||||||
| 9 | 2013, its recommendation for a standardized alcohol impairment | ||||||
| 10 | model
policy; and be it further | ||||||
| 11 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 12 | presented to the Illinois Law Enforcement Training Standards | ||||||
| 13 | Board.
