| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Patrick Allen Parsons of Peoria, who |
| 4 | | passed away on October 9, 2013; and
|
| 5 | | WHEREAS, Patrick Parsons was born on July 12, 1949 in |
| 6 | | Springfield, Missouri; his parents were Kenneth and Erma (nee |
| 7 | | Hicks) Parsons; he married Linda Potts on January 17, 1970 in |
| 8 | | Springfield, Missouri; and
|
| 9 | | WHEREAS, Patrick Parsons grew up on a farm outside |
| 10 | | Marshfield, Missouri; he graduated in 1971 from Southwest |
| 11 | | Missouri State University in Springfield, Missouri and earned |
| 12 | | his Master of Business Administration from the University of |
| 13 | | Missouri in Columbia, Missouri in 1976; and
|
| 14 | | WHEREAS, Patrick Parsons served his country with pride as a |
| 15 | | member of the United States Army from 1971 to 1974; and
|
| 16 | | WHEREAS, Patrick Parsons served as the Human Resources |
| 17 | | Director for the City of Peoria; he served as an arbitrator for |
| 18 | | the Better Business Bureau of Central Illinois for 15 years; he |
| 19 | | also served as Executive Director of Illinois Central College |
| 20 | | for 5 years and as an adjunct instructor at Robert Morris |
| 21 | | College; and
|

| 1 | | WHEREAS, Patrick Parsons was an active member and officer |
| 2 | | of the International Public Management Association for Human |
| 3 | | Resources for 21 years; he earned certification as a Senior |
| 4 | | Professional in Human Resources and was awarded the Barbara |
| 5 | | Sundquist Distinguished Service Award and the Carl K. Wettengel |
| 6 | | Achievement Award for his work; and
|
| 7 | | WHEREAS, Patrick Parsons was an active member of St. |
| 8 | | Vincent de Paul Catholic Church; and
|
| 9 | | WHEREAS, Patrick Parsons was preceded in death by his |
| 10 | | parents and his brother, Montie "Michael" Parsons; and
|
| 11 | | WHEREAS, Patrick Parsons is survived by his wife, Linda; |
| 12 | | his children, Brian (Carol) Parsons, Ben Parsons, and Brigitta |
| 13 | | (Nathan) Enderle; his grandchildren, Aidan, Declan, Kian, and |
| 14 | | Keira Parsons, Kennedy Parsons, and Julia Enderle; and his |
| 15 | | siblings, Judy (Ed) Mahoney, Edie (Larry) Herman, Cathie |
| 16 | | (Walter) Oberbeck, Steve (Jennifer) Parsons, David (Kate) |
| 17 | | Parsons, Chris (Lisa) Parsons, Rachel (Dan) Young, and Joe |
| 18 | | (Linda) Parsons; therefore, be it

| 19 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
| 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his |
| 21 | | family and friends, mourn the passing of Patrick Allen Parsons; |
