SENATE RESOLUTION

 
2    WHEREAS, Certain communities on the Northwest side of the
3City of Chicago (including Edison Park, Norwood Park, Jefferson
4Park, Gladstone Park, and Big Oaks) and surrounding suburbs
5(including Park Ridge, Des Plaines, Harwood Heights, Norridge,
6Rosemont, Niles, and Schiller Park) lay underneath the key
7nighttime air routes that converge over the community; this
8includes 5 glide paths, 2 major take-off plates, and many air
9routes, all of which are used after 9 p.m.; and
 
10    WHEREAS, These communities of the City of Chicago and
11surrounding suburbs seek a solution to the nighttime sleep
12interruptions that occur during the hours of 9 p.m. and 7 a.m.,
13including the shoulder hours as well; and
 
14    WHEREAS, The Nextgen Program is currently being applied at
15O'Hare International Airport, where flights that used to be 5
16miles apart will soon have only a 3-mile separation, times 6
17east-to-west approach patterns for all inbound flights; and
 
18    WHEREAS, These communities of the City of Chicago and
19surrounding suburbs are experiencing higher levels of jet
20noise, especially during the phase 1 nighttime flight
21operations; and

1    WHEREAS, The Chicago Department of Aviation and the O'Hare
2Noise Compatibility Commission are tasked with implementing
3the Residential Sound Insulation Program, a federally-funded
4program to sound-insulate qualifying residential homes and
5schools; and
 
6    WHEREAS, H.R. 3650 (Silent Skies Act), a bill recently
7introduced in the United States House of Representatives, would
8further limit the impact of the O'Hare Modernization Plan on
9the affected communities by amending Title 49 of the United
10States Code to prohibit the operation of certain aircraft not
11complying with the Stage 4 Aircraft Noise Standard, an
12internationally-recognized certification aimed at reducing
13aircraft noise; and
 
14    WHEREAS, The ongoing modernization of Chicago-O'Hare
15International Airport, its impact on nearby residents, and the
16anticipated growth in airport usage all indicate the need to
17enact more stringent regulations and review long existing
18standards for the measurement, reduction, and abatement of
19airport noise; and
 
20    WHEREAS, The current fly quiet program needs to be
21re-evaluated for the purposes of instilling and sharing the
22primary purpose of flight and community partnership at O'Hare
23International Airport with all of the collar communities;

1therefore, be it
 
2    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Federal
4Aeronautics Administration and O'Hare International Airport
5authorities to decrease jet noise over the communities of
6Northwest Chicago and surrounding suburban areas; and be it
7further
 
8    RESOLVED, That we urge O'Hare International Airport
9authorities to consider the option of spreading flights around
10the various runways of O'Hare International Airport in order to
11equally distribute the burden of air traffic around the airport
12and to put more resources towards the re-testing of noise
13levels around the airport and the sound proofing of affected
14homes and schools; and be it further
 
15    RESOLVED, That we urge Congress to pass H.R. 3650 in order
16to combat this growing problem; and be it further
 
17    RESOLVED, That suitable copies of this resolution be
18delivered to the Commissioner of O'Hare International Airport,
19the Acting Administrator of the Federal Aeronautics
20Administration, and to each member of the Illinois
21congressional delegation.
