2 | | WHEREAS, The Smith-Lever Act of 1914 codified into federal |
3 | | law and provided funding for outreach endeavors at the |
4 | | Land-Grant Universities founded by the Morrill Act of 1862; the |
5 | | appropriation for Cooperative Extension as established by |
6 | | Smith-Lever was unique in that it set up a shared partnership |
7 | | among the federal, state, and county levels of government; a |
8 | | formula funding mechanism was designed to insure that there was |
9 | | support from each of the levels to help the fledgling system |
10 | | achieve stability and leverage resources; and

11 | | WHEREAS, The original formula called for federal funding to |
12 | | be divided in the following manner: 20% shared by all states in |
13 | | equal proportions, 40% shared in the proportion that the rural |
14 | | population inhabits, and 40% shared in the proportion that the |
15 | | farm population inhabits; and
|
16 | | WHEREAS, The original formula called federal funding to be |
17 | | divided in a manner based on an agrarian society; in the 1980s, |
18 | | Extension responded to societal problems, which included urban |
19 | | issues; 47% of Illinois Extension funds come from State |
20 | | sources, while 32% of funds come from federal sources, and 18% |
21 | | come from local sources; and
