|
2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of Richard G. "Dick" Rawlings of |
4 | | Jacksonville, who passed away on July 15, 2014; and
|
5 | | WHEREAS, Dick Rawlings was born on January 25, 1941 in |
6 | | Franklin to Herman Stanley "Bill" and Mona (nee Mitchell) |
7 | | Rawlings; he graduated from Franklin High School in 1959, and |
8 | | served in the United States Army; he was honorably discharged |
9 | | in October of 1959; he graduated from Bradley University in |
10 | | Peoria in 1971 with a Bachelor of Science in Civil Engineering; |
11 | | he married Diane Johnson on April 29, 1978 in Jacksonville; and
|
12 | | WHEREAS, Dick Rawlings worked as a civil engineer and land |
13 | | surveyor, licensed in Illinois and Missouri, for over 35 years; |
14 | | during that time, he served as President of the Illinois |
15 | | Professional Land Surveyors Association, and was named |
16 | | recipient of the association's "A. "Pat" Patterson Illinois |
17 | | Land Surveyor of the Year Award" in 1999; he was owner and |
18 | | principal at the Jacksonville-based engineering firm, Benton |
19 | | and Associates, from 1971 until his retirement in 2002; and
|
20 | | WHEREAS, Dick Rawlings served as Chairman of Corridor 67 |
21 | | Inc., leading local efforts toward the expansion of the |
22 | | highway; he served 2 terms as Morgan County Commissioner, |
|

1 | | winning elections in 2006 and 2012; he was a long-time member |
2 | | of the Jacksonville Area Chamber of Commerce, volunteering |
3 | | countless hours and receiving the Circle of Excellence Award; |
4 | | he served on the board of directors for the Jacksonville |
5 | | Regional Economic Development Corporation, the Passavant |
6 | | Hospital Foundation, the Governor Duncan Association, the FBI |
7 | | Citizens Academy Alumni, and the West Central Development |
8 | | Council, and was a member of both the Meredosia and the |
9 | | Florence Bridge Replacement Citizens Advisory Committees; he |
10 | | was also a member of the American Legion, the Veterans of |
11 | | Foreign Wars, AMVETS, the Elks lodge, the Moose lodge, the |
12 | | Rotary Club, the Fraternal Order of Eagles, Harmony Masonic |
13 | | Lodge 3-Ancient Free and Accepted Masons, the Scottish |
14 | | Rite-Valley of Springfield, the Ansar Shrine, the Rasna Shrine |
15 | | Club, and ROJ Court 20; he gave countless hours as a member of |
16 | | the Combined Veterans Ceremonial Team, providing graveside |
17 | | military honors to his fallen comrades; and |
18 | | WHEREAS, Dick Rawlings was an avid outdoorsman; he loved |
19 | | spending time on his houseboat at the Alton Marina, enjoying |
20 | | the Mississippi River and its history, hunting with his son |
21 | | Michael and friends, and deep-sea fishing; and
|
22 | | WHEREAS, Dick Rawlings was preceded in death by his |
23 | | parents; one brother, William "Bill" Rawlings; and one |
24 | | sister-in-law, Sherry Peck Rawlings; and
|

1 | | WHEREAS, Dick Rawlings is survived by his wife, Diane; his |
2 | | 2 children, Monica (Christopher Ryan) Carroll and Michael |
3 | | (fiancee, Holly Loy) Rawlings; his 3 grandchildren, Jackson and |
4 | | Elaine Carroll and Nathanyle Loy; his sister, Marilyn (Darrell) |
5 | | Smith; his brother, Robert "Bob" Rawlings; and several nieces |
6 | | and nephews; therefore, be it

7 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
8 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
9 | | Richard G. "Dick" Rawlings, and extend our sincere condolences |
10 | | to his family, friends, and all who knew and loved him; and be |
11 | | it further

12 | | RESOLVED, That a suitable copy of this resolution be |
13 | | presented to the family of Dick Rawlings as an expression of |
14 | | our deepest sympathy.
