2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Joyce I. Duncan, who passed away on May | ||||||
4 | 28, 2014; and
| ||||||
5 | WHEREAS, Joyce Duncan was born on March 1, 1956 in Herrin; | ||||||
6 | she moved with her family to Waukegan in 1961; and
| ||||||
7 | WHEREAS, Joyce Duncan graduated from Waukegan High School; | ||||||
8 | she subsequently attended Northern Illinois University for 3 | ||||||
9 | years before earning a bachelor's degree from Shimmer College; | ||||||
10 | and
| ||||||
11 | WHEREAS, Joyce Duncan worked for Kemper Insurance Company | ||||||
12 | for many years; she later worked with the YWCA in Waukegan from | ||||||
13 | 1991 until her retirement in 2008; and
| ||||||
14 | WHEREAS, Joyce Duncan was baptized at an early age by the | ||||||
15 | late Rev. H.J. Cook at Gideon Baptist Church, where she served | ||||||
16 | on the junior usher board; she later relocated her church | ||||||
17 | membership to Waukegan Community Church, where she continued to | ||||||
18 | serve and work in the church under the leadership of Rev. | ||||||
19 | Obleton; and

20 | WHEREAS, Joyce Duncan enjoyed reading, traveling, live |
| |||||||
| |||||||
1 | theater, and making Raggedy Ann and Andy dolls for friends; and
| ||||||
2 | WHEREAS, Joyce Duncan was preceded in death by her mother, | ||||||
3 | Shirley Duncan; and | ||||||
4 | WHEREAS, Joyce Duncan is survived by a daughter, Kirby | ||||||
5 | Duncan; her father, Willie A. Duncan, Sr.; 4 brothers, Michael | ||||||
6 | Duncan, Willie, Jr., Gregory, and Terry; 2 sisters, Sheryl | ||||||
7 | (Bill) Robinson and Janet (John) Gayden; many uncles, aunts, | ||||||
8 | cousins, nephews, nieces, other relatives, and friends; and 2 | ||||||
9 | special friends, Cathy Wiggins and Luan Porter; therefore, be | ||||||
10 | it

11 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
12 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with her | ||||||
13 | family and friends, mourn the passing of Joyce I. Duncan; and | ||||||
14 | be it further

15 | RESOLVED, That a suitable copy of this resolution be | ||||||
16 | presented to the family of Joyce Duncan as an expression of our | ||||||
17 | sympathy.
