| 1 | | AN ACT concerning State government.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The General Assembly Organization Act is amended |
| 5 | | by adding Section 3.2 as follows:
|
| 6 | | (25 ILCS 5/3.2 new) |
| 7 | | Sec. 3.2. Prohibition on creating new units of local |
| 8 | | government. Until 4 years after the effective date of this |
| 9 | | amendatory Act of the 99th General Assembly, the General |
| 10 | | Assembly shall not enact any law creating any new unit of local |
| 11 | | government, including, but not limited to, the division of |
| 12 | | existing units of local government. This Section shall not |
| 13 | | apply to the creation of a new unit of local government from |
| 14 | | the consolidation of 2 or more pre-existing units of local |
| 15 | | government. |
