| 3 | | on page 1, line 8, by deleting "to all counties within the"; |

| 5 | | on page 1, line 9, by deleting "State"; and

| 6 | | on page 1, line 9 through line 11 by replacing "only to |
| 7 | | counties with a population of more than 900,000 and less than |
| 8 | | 3,000,000 that are contiguous to a county with a population of |
| 9 | | more than 3,000,000", with "only to counties with a population |
| 10 | | of greater than 300,000 that border another state and is |
| 11 | | contiguous with a county with a population of greater than |
| 12 | | 700,000 and only to counties with a population of more than |
| 13 | | 900,000 and less than 3,000,000 that are contiguous to a county |
| 14 | | with a population of more than 3,000,000".
