AMENDMENT TO HOUSE BILL 294




2    AMENDMENT NO. ______. Amend House Bill 294 by replacing 
3everything after the enacting clause with the following:


 
4    "Section 5. The Department of Public Health Powers and 
5Duties Law of the
Civil Administrative Code of Illinois is 
6amended  by adding Section 2310-685 as follows:
 
7    (20 ILCS 2310/2310-685 new)
8    Sec. 2310-685. Health care facility; policy to encourage 
9participation in capital projects.
10    (a) A health care facility shall develop a policy to 
11encourage the participation of minority-owned, women-owned, 
12veteran-owned, and small business enterprises in capital 
13projects undertaken by the health care facility. A health care 
14facility shall be permitted to satisfy this requirement by 
15complying with such a policy that has been adopted by the 
16health care system of which it is a member.

1    (b) The policy required under this Section must be 
2developed no later than 6 months after the effective date of 
3this amendatory Act of the 99th General Assembly.
4    (c) This Section does not apply to health care facilities 
5with 100 or fewer beds,  health care facilities located in a 
6county with a total census population of less than 500,000, or 
7health care facilities owned or operated by a unit of local 
8government or the State or federal government.
9    (d) For the purpose of this Section, "health care facility" 
10has the same meaning as set forth in the Illinois Health 
11Facilities Planning Act.".
