SYNOPSIS AS INTRODUCED:
 
815 ILCS 325/6.5 new

    Amends the Recyclable Metal Purchase Registration Law. Creates the Recyclable Metal Theft Task Force within the Office of the Secretary of State. Provides that the Task Force shall endeavor to establish a collaborative effort to combat recyclable metal theft throughout the State, assist in developing regional task forces to combat recyclable metal theft, and consider and develop long-term solutions for the rising problem of recyclable metal thefts in this State. Requires the Task Force to report its findings annually to the General Assembly and Governor.

1    AN ACT concerning business.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Recyclable Metal Purchase Registration Law
5is amended by adding Section 6.5 as follows:
 
6    (815 ILCS 325/6.5 new)
7    Sec. 6.5. Recyclable Metal Theft Task Force.
8    (a) The Recyclable Metal Theft Task Force is created within
9the Office of the Secretary of State. The Office of the
10Secretary of State shall provide administrative support for the
11Task Force. The Task Force shall consist of the members
12designated in subsections (b) and (c).
13    (b) Members of the Task Force representing the State shall
14be appointed as follows:
15        (1) Two members of the Senate appointed one each by the
16    President of the Senate and by the Minority Leader of the
17    Senate;
18        (2) Two members of the House of Representatives
19    appointed one each by the Speaker of the House of
20    Representatives and by the Minority Leader of the House of
21    Representatives;
22        (3) One member representing the Office of the Secretary
23    of State appointed by the Secretary of State; and

1        (4) Two members representing the Department of State
2    Police appointed by the Director of State Police, one of
3    whom must represent the State Police Academy.
4    (c) The members appointed under subsection (b) shall select
5from their membership a chairperson. The chairperson shall
6appoint the public members of the Task Force as follows:
7        (1) One member representing municipalities in this
8    State with consideration given to persons recommended by an
9    organization representing municipalities in this State;
10        (2) Five chiefs of police from various geographical
11    areas of the State with consideration given to persons
12    recommended by an organization representing chiefs of
13    police in this State;
14        (3) One representative of a public utility
15    headquartered in Illinois;
16        (4) One representative of recyclable metal dealers in
17    Illinois;
18        (5) One representative of scrap metal suppliers in
19    Illinois;
20        (6) One representative of insurance companies offering
21    homeowners insurance in this State; and
22        (7) One representative of rural electric cooperatives
23    in Illinois.
24    (d) The Task Force shall endeavor to establish a
25collaborative effort to combat recyclable metal theft
26throughout the State and assist in developing regional task

1forces, as determined necessary, to combat recyclable metal
2theft. The Task Force shall consider and develop long-term
3solutions, both legislative and enforcement-driven, for the
4rising problem of recyclable metal thefts in this State.
5    (e) Each year, the Task Force shall review the
6effectiveness of its efforts in deterring and investigating the
7problem of recyclable metal theft and in assisting in the
8prosecution of persons engaged in recyclable metal theft. The
9Task Force shall by October 31 of each year report its findings
10and recommendations to the General Assembly and the Governor.
