| 4 | | "Section 5. The Rivers, Lakes, and Streams Act is amended |
| 5 | | by adding Section 18k as follows:

| 7 | | Sec. 18k. Rock Island County exemption; construction |
| 8 | | review. Statewide floodway rules and regulations shall not |
| 9 | | apply to Rock Island County. Any construction in the floodway |
| 10 | | of Rock Island County must be reviewed to determine if the |
| 11 | | project will increase flood heights. An engineering analysis |
| 12 | | must be conducted before a permit can be issued. The county's |
| 13 | | permit file must have a record of the results of this analysis, |
| 14 | | which may be in the form of No-rise Certification. The No-rise |
| 15 | | Certification must be supported by technical data and signed by |
| 16 | | a registered professional engineer. The supporting technical |
