AMENDMENT TO HOUSE BILL 1322

2    AMENDMENT NO. ______. Amend House Bill 1322 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Election Code is amended by changing
5Section 19A-15 as follows:

8    Sec. 19A-15. Period for early voting; hours.
9    (a) The period for early voting by personal appearance
10begins the 15th day preceding a general primary, consolidated
11primary, consolidated, or general election and extends through
12the 3rd day before election day, except that for the 2014
13general election the period for early voting by personal
14appearance shall extend through the 2nd day before election
15day.
16    (b) Except as otherwise provided by this Section, a

1permanent polling place for early voting must remain open
2during the hours of 8:30 a.m. to 4:30 p.m., or 9:00 a.m. to
35:00 p.m., on weekdays and 9:00 a.m. to 12:00 p.m. on Saturdays
4and holidays, and 12:00 p.m. to 3:00 p.m. on Sundays; except
5that, in addition to the hours required by this subsection, a
6permanent early voting polling place designated by an election
7authority under subsection (c) of Section 19A-10 must remain
8open for a total of at least 8 hours on any holiday during the
9early voting period and a total of at least 14 hours on the
10final weekend during the early voting period. For the 2014
11general election, a permanent polling place for early voting
12must remain open during the hours of 8:30 a.m. to 4:30 p.m. or
139:00 a.m. to 5:00 p.m. on weekdays, except that beginning 8
14days before election day, a permanent polling place for early
15voting must remain open during the hours of 8:30 a.m. to 7:00
16p.m., or 9:00 a.m. to 7:00 p.m.. For the 2014 general election,
17a permanent polling place for early voting shall remain open
18during the hours of 9:00 a.m. to 12:00 p.m. on Saturdays and
1910:00 a.m. to 4:00 p.m. on Sundays; except that, in addition to
20the hours required by this subsection (b), a permanent early
21voting place designated by an election authority under
22subsection (c) of Section 19A-10 must remain open for a total
23of at least 14 hours on the final weekend during the early
24voting period.
25    (c) Notwithstanding subsections (a) and (b), an election
26authority may close an early voting polling place if the

1building in which the polling place is located has been closed
2by the State or unit of local government in response to a
3severe weather emergency. In the event of a closure, the
4election authority shall conduct early voting on the 2nd day
5before election day from 8:30 a.m. to 4:30 p.m. or 9:00 a.m. to
65:00 p.m. The election authority shall notify the State Board
7of Elections of any closure and shall make reasonable efforts
8to provide notice to the public of the extended early voting
9period.
10    (d) Notwithstanding subsections (a) and (b), in 2013 only,
11an election authority may close an early voting place on Good
12Friday, Holy Saturday, and Easter Sunday, provided that the
13early voting place remains open 2 hours later on the 3 days
14immediately preceding Good Friday April 3, 4, and 5 of 2013.
15The election authority shall notify the State Board of
16Elections of any closure and shall provide notice to the public
17of the closure and the extended hours during the final week.

1    (b) Except as otherwise provided by this Section, a
2permanent polling place for early voting must remain open
3beginning the 15th day before an election through the end of
4the day before election day during the hours of 8:30 a.m. to
54:30 p.m., or 9:00 a.m. to 5:00 p.m., on weekdays, except that
6beginning 8 days before election day, a permanent polling place
7for early voting must remain open during the hours of 8:30 a.m.
8to 7:00 p.m., or 9:00 a.m. to 7:00 p.m., and 9:00 a.m. to 12:00
9p.m. on Saturdays and holidays, and 10:00 a.m. to 4 p.m. on
10Sundays; except that, in addition to the hours required by this
11subsection, a permanent polling place designated by an election
12authority under subsections (c), (d), and (e) of Section 19A-10
13must remain open for a total of at least 8 hours on any holiday
14during the early voting period and a total of at least 14 hours
15on the final weekend during the early voting period.
16    (c) Notwithstanding subsection (b), an election authority
17may close an early voting polling place if the building in
18which the polling place is located has been closed by the State
19or unit of local government in response to a severe weather
20emergency or other force majeure. The election authority shall
21notify the State Board of Elections of any closure and shall
22make reasonable efforts to provide notice to the public of an
23alternative location for early voting.
24    (d) Notwithstanding subsections (a) and (b), an election
25authority may close an early voting place on Good Friday, Holy
26Saturday, and Easter Sunday, provided that the early voting

1place remains open 2 hours later on the 3 days immediately
2preceding Good Friday. The election authority shall notify the
3State Board of Elections of any closure and shall provide
4notice to the public of the closure and the extended hours

9    Section 95. No acceleration or delay. Where this Act makes
10changes in a statute that is represented in this Act by text
11that is not yet or no longer in effect (for example, a Section
12represented by multiple versions), the use of that text does
13not accelerate or delay the taking effect of (i) the changes
14made by this Act or (ii) provisions derived from any other
15Public Act.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.".
