4 | | "Section 5. The Election Code is amended by changing |
5 | | Section 19A-15 as follows: |

8 | | Sec. 19A-15. Period for early voting; hours.

9 | | (a) The period for early voting by personal appearance |
10 | | begins the 15th day preceding a general primary, consolidated |
11 | | primary, consolidated, or
general election and extends through |
12 | | the 3rd day before election day, except that for the 2014 |
13 | | general election the period for early voting by personal |
14 | | appearance shall extend through the 2nd day before election |
15 | | day.

16 | | (b) Except as otherwise provided by this Section, a |

1 | | permanent polling place for early voting must remain open |
2 | | during the
hours of 8:30 a.m. to 4:30 p.m., or 9:00 a.m. to |
3 | | 5:00 p.m., on weekdays and
9:00 a.m. to 12:00 p.m. on Saturdays |
4 | | and holidays, and 12:00 p.m. to 3:00 p.m. on Sundays; except |
5 | | that, in addition to the hours required by this subsection, a |
6 | | permanent early voting polling place designated by an election |
7 | | authority under subsection (c) of Section 19A-10 must remain |
8 | | open for a total of at least 8 hours on any holiday during the |
9 | | early voting period and a total of at least 14 hours on the |
10 | | final weekend during the early voting period. For the 2014 |
11 | | general election, a permanent polling place for early voting |
12 | | must remain open during the hours of 8:30 a.m. to 4:30 p.m. or |
13 | | 9:00 a.m. to 5:00 p.m. on weekdays, except that beginning 8 |
14 | | days before election day, a permanent polling place for early |
15 | | voting must remain open during the hours of 8:30 a.m. to 7:00 |
16 | | p.m., or 9:00 a.m. to 7:00 p.m.. For the 2014 general election, |
17 | | a permanent polling place for early voting shall remain open |
18 | | during the hours of 9:00 a.m. to 12:00 p.m. on Saturdays and |
19 | | 10:00 a.m. to 4:00 p.m. on Sundays; except that, in addition to |
20 | | the hours required by this subsection (b), a permanent early |
21 | | voting place designated by an election authority under |
22 | | subsection (c) of Section 19A-10 must remain open for a total |
23 | | of at least 14 hours on the final weekend during the early |
24 | | voting period.

25 | | (c) Notwithstanding subsections (a) and (b), an election |
26 | | authority may close an early voting polling place if the |

1 | | building in which the polling place is located has been closed |
2 | | by the State or unit of local government in response to a |
3 | | severe weather emergency. In the event of a closure, the |
4 | | election authority shall conduct early voting on the 2nd day |
5 | | before election day from 8:30 a.m. to 4:30 p.m. or 9:00 a.m. to |
6 | | 5:00 p.m. The election authority shall notify the State Board |
7 | | of Elections of any closure and shall make reasonable efforts |
8 | | to provide notice to the public of the extended early voting |
9 | | period. |
10 | | (d) Notwithstanding subsections (a) and (b), in 2013 only, |
11 | | an election authority may close an early voting place on Good |
12 | | Friday, Holy Saturday, and Easter Sunday, provided that the |
13 | | early voting place remains open 2 hours later on the 3 days |
14 | | immediately preceding Good Friday April 3, 4, and 5 of 2013 . |
15 | | The election authority shall notify the State Board of |
16 | | Elections of any closure and shall provide notice to the public |
17 | | of the closure and the extended hours during the final week. |

16 | | (c) Notwithstanding subsection (b), an election authority |
17 | | may close an early voting polling place if the building in |
18 | | which the polling place is located has been closed by the State |
19 | | or unit of local government in response to a severe weather |
20 | | emergency or other force majeure. The election authority shall |
21 | | notify the State Board of Elections of any closure and shall |
22 | | make reasonable efforts to provide notice to the public of an |
23 | | alternative location for early voting. |
24 | | (d) Notwithstanding subsections (a) and (b), an election |
25 | | authority may close an early voting place on Good Friday, Holy |
26 | | Saturday, and Easter Sunday, provided that the early voting |

1 | | place remains open 2 hours later on the 3 days immediately |
2 | | preceding Good Friday. The election authority shall notify the |

9 | | Section 95. No acceleration or delay. Where this Act makes |
10 | | changes in a statute that is represented in this Act by text |
11 | | that is not yet or no longer in effect (for example, a Section |
12 | | represented by multiple versions), the use of that text does |
13 | | not accelerate or delay the taking effect of (i) the changes |
14 | | made by this Act or (ii) provisions derived from any other |
15 | | Public Act.

16 | | Section 99. Effective date. This Act takes effect upon |
17 | | becoming law.".
