AMENDMENT TO HOUSE BILL 1395

2    AMENDMENT NO. ______. Amend House Bill 1395 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Municipal Code is amended by
5adding Section 3.1-25-100 as follows:
 
6    (65 ILCS 5/3.1-25-100 new)
7    Sec. 3.1-25-100. City of Chicago Heights-Ford Heights.
8Notwithstanding any provision of law to the contrary:
9    (a) Beginning June 1, 2017 and until May 31, 2025, the
10Village of Ford Heights and City of Chicago Heights shall be a
11single municipality with a single municipal government, which
12may be referred to as the City of Chicago Heights-Ford Heights.
13    (b) The terms of office of all officers elected for the
14Village of Ford Heights and City of Chicago Heights shall end
15on May 31, 2017.
16    (c) For the 2017 and 2021 consolidated election cycles, a

1single set of municipal officers shall be elected for the City
2of Chicago Heights-Ford Heights, with a single board composed
3of 8 alderman who shall run at-large.
4    (d) For the 2024 general election, a referendum shall be
5voted upon by the electors of the City of Chicago Heights-Ford
6Heights. Subject to the referendum form requirements of Section
716-7 of the Election Code, the referendum shall be in
8substantially the following form on the ballot:

11    Heights-Ford Heights  -------------------------------------------------------------
12    continue as a consolidated city?      NO
13-------------------------------------------------------------
 
14    (e) If a majority of the electors of the City of Chicago
15Heights-Ford Heights approve the referendum described in
16subsection (d), the City of Chicago Heights-Ford Heights shall
17continue, and the elections of the City of Chicago Heights-Ford
18Heights shall continue to elect officers and alderman under
19subsection (c) at the 2025 consolidated election and each
20consolidated election thereafter.
21    (f) If a majority of the electors of the City of Chicago
22Heights-Ford Heights reject the referendum described in
23subsection (d), then:
24        (1) in the 2025 consolidated election, the electors of

1    the former Village of Ford Heights shall elect 6 trustees
2    and the electors of the former City of Chicago Heights
3    shall elect 7 alderman together with all other municipal
4    officers as they existed prior to June 1, 2017, to their
5    respective village and city; and
6        (2) on June 1, 2025, the Village of Ford Heights and
7    the City of Chicago Heights shall revert back to their
8    statuses as existing prior to June 1, 2017.".
