| 1 | | AN ACT concerning finance.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Procurement Code is amended by |
| 5 | | changing Section 45-20 as follows:
|
| 6 | | (30 ILCS 500/45-20)
|
| 7 | | Sec. 45-20. Recycled supplies. When a public contract
is to |
| 8 | | be awarded to the
lowest responsible bidder or offeror, an |
| 9 | | otherwise qualified bidder or offeror who will
fulfill the |
| 10 | | contract through the
use of products made of recycled supplies |
| 11 | | shall may
be given preference over other bidders or offerors |
| 12 | | unable to do so, provided
that the cost included in the
bid of |
| 13 | | supplies is equal or less than other bids or offers, unless the |
| 14 | | use of the product constitutes an undue practical hardship. |

| 18 | | Illinois Procurement Bulletin on or after January 1, 2016. |

| 21 | | and construction-related services. |
