AMENDMENT TO HOUSE BILL 1779

2    AMENDMENT NO. ______. Amend House Bill 1779 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by renumbering and
5changing Section 2-3.160, added by Public Act 98-705, and by
6adding Section 27-23.11 as follows:
 
7    (105 ILCS 5/2-3.161)
8    Sec. 2-3.161 2-3.160. Definition of dyslexia in rules;
9reading instruction advisory group.
10    (a) The State Board of Education shall adopt rules that
11incorporate an international definition of dyslexia into Part
12226 of Title 23 of the Illinois Administrative Code.
13    (b) Subject to specific State appropriation or the
14availability of private donations, the State Board of Education
15shall establish an advisory group to develop a training module
16or training modules to provide education and professional

1development to teachers, school administrators, and other
2education professionals regarding multi-sensory, systematic,
3and sequential instruction in reading. This advisory group
4shall complete its work before December 15 July 31, 2015 and is
5abolished on December 15 July 31, 2015.

7    (105 ILCS 5/27-23.11 new)
8    Sec. 27-23.11. Screening. School districts shall be
9required to screen all students enrolled in kindergarten and
10grade one in the following components of letter naming, letter
11sound, phoneme segmentation, phonemic awareness, and rapid
12naming. School districts shall evaluate each student's family
13history of learning disabilities. School districts shall be
14required to screen all students enrolled in grade 2 in the
15components of oral reading fluency, oral reading accuracy, and
16spelling. School districts may include additional components
17in each screening. If a student demonstrates a deficiency in
18any one or more of the components screened, then that student
19may be provided evidence-based instruction through a
20multi-tiered system of support. Parents and guardians of
21students must be informed of the results of screenings required
22under this Section.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
