Amends the Counties Code. Provides that the chairman, county executive, or president of the board of a county shall annually submit an approved executive budget prepared by the budget director to the committee on finance. Provides that the committee on finance shall then prepare a tentative annual appropriation ordinance which shall be made available for public inspection at least 10 days prior to finalizing the ordinance. Provides that the committee on finance shall hold at least one public hearing not less than one week prior to finalizing the ordinance. Further provides that notice of the tentative ordinance must be placed in a newspaper of general circulation in the county. Restricts home rule powers.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Counties Code is amended by adding Section |
5 | | 6-1001.5 as follows: |
6 | | (55 ILCS 5/6-1001.5 new) |
7 | | Sec. 6-1001.5. Executive budget; annual appropriation |
8 | | ordinance. Notwithstanding any provision of law to the |
9 | | contrary, on and after the effective date of this amendatory |
10 | | Act of the 99th General Assembly, the
chairman, county |
11 | | executive, or president of the board shall submit to the |
12 | | committee on finance an executive budget as
prepared by the |
13 | | budget director of the county and approved by the
chairman, |
14 | | county executive, or president of the board. The executive |
15 | | budget shall provide the basis upon which the
annual |
16 | | appropriation ordinance is prepared and enacted. |
17 | | After considering the executive budget submitted by the |
18 | | chairman, county executive, or president of the board, the
|
19 | | committee on finance shall prepare an annual appropriation |
20 | | ordinance in
tentative form, which shall be made conveniently
|
21 | | available to public inspection for at least 10 days prior to |
22 | | final action
thereon, by publication in the journal of the |
23 | | proceedings of the county board or in such other form as the |
