AMENDMENT TO HOUSE BILL 2474




2    AMENDMENT NO. ______. Amend House Bill 2474 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Counties Code is amended  by changing 
5Section 6-1001 as follows:
 



6    (55 ILCS 5/6-1001)  (from Ch. 34, par. 6-1001)



7    Sec. 6-1001. Annual budget. In all counties not required by 
8law
to pass an annual appropriation bill within the first 
9quarter of the fiscal
year, the county board or board of county 
10commissioners, as the case may
be, shall adopt each year an 
11annual budget under the terms of this Division
for the 
12succeeding fiscal year. Such budget shall be prepared by some

13person or persons designated by the county board and such 
14budget shall be
made conveniently available to public 
15inspection and provided to the public at a public meeting for 
16at least fifteen days
prior to final action thereon except that

1nothing in this Act shall restrict a county board or board of 
2county commissioners from acting at a public meeting to amend a 
3budget after making that budget available to the public and 
4prior to final adoption. Notices pertaining to the meeting and 
5the proposed budget shall be posted on the county's website, if 
6it maintains one. If a county does not maintain a website, then 
7the county shall comply with the Open Meetings Act in giving 
8notice of such agenda items and make the proposed budget 
9available for public inspection. The vote on such budget shall 
10be taken by
ayes and nays and entered on the record of the 
11meeting. The annual budget
adopted under this Act shall cover 
12such a fiscal period of one year to be
determined by the county 
13board of each county except as hereinafter
provided and all 
14appropriations made therein shall terminate with the close
of 
15said fiscal period except as hereinafter provided, provided, 
16however,
that any remaining balances shall be available until 
1730 days after the
close of the fiscal year in counties with a 
18population of less
than
100,000, and until 90 days after the 
19close of the fiscal year in
counties
with a population of more 
20than 100,000 but less than 3,000,000 inhabitants,
only for the 
21authorization of the payment of
obligations incurred prior to 
22the close of said fiscal period. Any county
which determines to 
23change its fiscal year may adopt a budget to cover such
period 
24greater or less than a year as may be necessary to effect such

25change and appropriations made therein shall terminate with the 
26close
of such period.
