| 2 | | AMENDMENT NO. ______. Amend House Bill 2568 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Capital Development Board Act is amended by |
| 5 | | adding Section 19 as follows:
|
| 6 | | (20 ILCS 3105/19 new) |
| 7 | | Sec. 19. Access to State building or construction codes. |
| 8 | | (a) The Board shall maintain on its website, accessible |
| 9 | | from the Illinois State Government website, links to all |
| 10 | | currently applicable State building codes. |
| 11 | | (b) Every State agency that proposes to adopt new building |
| 12 | | or construction requirements, or amendments to existing |
| 13 | | requirements, shall report that proposed activity to the Board. |
| 14 | | For purposes of this Section, State agency building or |
| 15 | | construction requirements include, but are not limited to, |
| 16 | | those affecting general construction, plumbing, electrical, |

| 1 | | accessibility, fire protection, drinking water, waste water, |
| 2 | | asbestos, ozone, radon, and any other requirements that the |
| 3 | | State applies to construction activities. The report shall be |
| 4 | | submitted at least 30 days before the State agency officially |
| 5 | | proposes the changes by filing the First Notice of its |
| 6 | | rulemaking with the Secretary of State. The report shall |
| 7 | | include a plain language summary of the proposed changes and |
| 8 | | the State agency contact to whom comments on the proposal can |
| 9 | | be made. |
| 10 | | (c) The Board shall provide on its website the information |
| 11 | | given to it by State agencies under subsection (b) and shall |
| 12 | | provide a link to the Illinois Register page where the |
| 13 | | rulemaking is proposed and can be viewed by the interested |
| 14 | | public. |
| 15 | | (d) When the State agency moves its rulemaking to Second |
| 16 | | Notice, the Board shall post a notice of this activity on its |
| 17 | | website and shall provide a link to the Illinois General |
| 18 | | Assembly website where the Second Notice version of the |
| 19 | | rulemaking can be viewed. |
| 20 | | (e) When the State agency adopts a rulemaking creating or |
| 21 | | amending building or construction rules, the Board shall post a |
| 22 | | notice of this activity on its website and shall provide a link |
| 23 | | to the Illinois Register page where the adoption occurred.

| 24 | | Section 99. Effective date. This Act takes effect upon |
| 25 | | becoming law.".
