1 | AN ACT concerning human trafficking.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the Human | ||||||
5 | Trafficking Task Force Act. | ||||||
6 | Section 5. Human Trafficking Task Force created.
There is | ||||||
7 | created the Human Trafficking Task Force to address the growing | ||||||
8 | problem of human trafficking across this State. The Human | ||||||
9 | Trafficking Task Force shall consist of the following persons: | ||||||
10 | 1. three members of the House of Representatives, | ||||||
11 | appointed by the Speaker of the House of Representatives;
| ||||||
12 | 2. three members of the House of Representatives, | ||||||
13 | appointed by the Minority Leader of the House of | ||||||
14 | Representatives;
| ||||||
15 | 3. three members of the Senate, appointed by the | ||||||
16 | President of the Senate;
and | ||||||
17 | 4. three members of the Senate, appointed by the | ||||||
18 | Minority Leader of the Senate.

19 | Members of the Human Trafficking Task Force shall serve | ||||||
20 | without compensation. | ||||||
21 | Section 10. Administrative support. The Department of | ||||||
22 | Human Services shall provide administrative and other support |

1 | to the Human Trafficking Task Force. | ||||||
2 | Section 15. Duties of Human Trafficking Task Force. The | ||||||
3 | Human Trafficking Task Force shall conduct a study on the human | ||||||
4 | trafficking problem in this State and shall hold hearings in | ||||||
5 | furtherance of: | ||||||
6 | (1) developing a State plan to address human | ||||||
7 | trafficking;
| ||||||
8 | (2) implementing a system for the sharing of human | ||||||
9 | trafficking data between government agencies in a manner | ||||||
10 | that ensures that the privacy of victims of human | ||||||
11 | trafficking is protected and that data collection respects | ||||||
12 | the privacy of victims of human trafficking;
| ||||||
13 | (3) establishing policies to enable State government | ||||||
14 | to work with nongovernmental organizations and other | ||||||
15 | elements of the private sector to prevent human trafficking | ||||||
16 | and provide assistance to victims of human trafficking who | ||||||
17 | are United States citizens or foreign nationals;
| ||||||
18 | (4) evaluating various approaches used by state and | ||||||
19 | local governments to increase public awareness of human | ||||||
20 | trafficking, including trafficking of United States | ||||||
21 | citizens and foreign national victims;
| ||||||
22 | (5) developing methods for protecting the rights of | ||||||
23 | victims of human trafficking, taking into account the need | ||||||
24 | to consider the human rights and special needs of women and | ||||||
25 | minors; |

1 | (6) evaluating the necessity of treating victims of | ||||||
2 | human trafficking as crime victims rather than criminals; | ||||||
3 | and | ||||||
4 | (7) developing methods for promoting the safety of | ||||||
5 | victims of human trafficking.

6 | Section 20. Report. On or before June 30, 2016, the Human | ||||||
7 | Trafficking Task Force shall report its findings and | ||||||
8 | recommendations to the General Assembly, by filing copies of | ||||||
9 | its report as provided in Section 3.1 of the General Assembly | ||||||
10 | Organization Act, and to the Governor. | ||||||
11 | Section 25. Task force abolished; Act repealed. The Human | ||||||
12 | Trafficking Task Force is abolished and this Act is repealed on | ||||||
13 | July 1, 2016.

14 | Section 99. Effective date. This Act takes effect upon | ||||||
15 | becoming law.
