AMENDMENT TO HOUSE BILL 2822 




2    AMENDMENT NO. ______. Amend House Bill 2822 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 1. Short title. This Act may be cited as the Human 
5Trafficking Task Force Act.
 
6    Section 5. Human Trafficking Task Force created.
There is 
7created the Human Trafficking Task Force to address the growing 
8problem of human trafficking across this State. The Human 
9Trafficking Task Force shall consist of the following persons:
10        1. three members of the House of Representatives, 
11    appointed by the Speaker of the House of Representatives;

12        2. three members of the House of Representatives, 
13    appointed by the Minority Leader of the House of 
14    Representatives;

15        3. three members of the Senate, appointed by the 
16    President of the Senate;
and

1        4. three members of the Senate, appointed by the 
2    Minority Leader of the Senate.

3    Members of the Human Trafficking Task Force shall serve 
4without compensation.
 
5    Section 10. Administrative support. The Department of 
6Human Services shall provide administrative and other support 
7to the Human Trafficking Task Force.
 
8    Section 15. Duties of Human Trafficking Task Force. The 
9Human Trafficking Task Force shall conduct a study on the human 
10trafficking problem in this State and shall hold hearings in 
11furtherance of:
12        (1) developing a State plan to address human 
13    trafficking;

14        (2) implementing a system for the sharing of human 
15    trafficking data between government agencies in a manner 
16    that ensures that the privacy of victims of human 
17    trafficking is protected and that data collection respects 
18    the privacy of victims of human trafficking;

19        (3) establishing policies to enable State government 
20    to work with nongovernmental organizations and other 
21    elements of the private sector to prevent human trafficking 
22    and provide assistance to victims of human trafficking who 
23    are United States citizens or foreign nationals;

24        (4) evaluating various approaches used by state and

1    local governments to increase public awareness of human 
2    trafficking, including trafficking of United States 
3    citizens and foreign national victims;

4        (5) developing methods for protecting the rights of 
5    victims of human trafficking, taking into account the need 
6    to consider the human rights and special needs of women and 
7    minors;
8        (6) evaluating the necessity of treating victims of 
9    human trafficking as crime victims rather than criminals; 
10    and
11        (7) developing methods for promoting the safety of 
12    victims of human trafficking.

 
13    Section 20. Report. On or before June 30, 2016, the Human 
14Trafficking Task Force shall report its findings and 
15recommendations to the General Assembly, by filing copies of 
16its report as provided in Section 3.1 of the General Assembly 
17Organization Act, and to the Governor.
 
18    Section 25. Task force abolished; Act repealed. The Human 
19Trafficking Task Force is abolished and this Act is repealed on 
20July 1, 2016.
  
 
 
21    Section 99. Effective date. This Act takes effect upon 
22becoming law.".
