AMENDMENT TO HOUSE BILL 3104 




2    AMENDMENT NO. ______. Amend House Bill 3104 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 5. The Counties Code is amended  by changing 
5Section 6-1003 as follows:
 



6    (55 ILCS 5/6-1003)  (from Ch. 34, par. 6-1003)



7    Sec. 6-1003. Further appropriations barred; transfers. 
8After
the adoption of the county budget, no further 
9appropriations shall be made
at any other time during such 
10fiscal year, except as provided in this
Division. 
11Appropriations in excess of those authorized by the budget in 
12order to meet an immediate emergency may be made at any meeting 
13of the board by a two-thirds vote of all the members 
14constituting such board, the vote to be taken by ayes and nays 
15and entered on the record of the meeting. After the adoption of 
16the county budget, transfers of appropriations may be made

1without a vote of the board; however transfers of 
2appropriations affecting personnel and capital Transfers from 
3one appropriation of any one fund to another of
the same fund, 
4not affecting the total amount appropriated, may be made at
any 
5meeting of the board by a two-thirds vote of all the members

6constituting such board, the vote to be taken by ayes and nays 
7and entered
on the record of the meeting, provided for any type 
8of transfer that the total amount appropriated for the fund is 
9not affected. By a like vote the board may make
appropriations 
10in excess of those authorized by the budget in order to meet
an 
11immediate emergency.

13    Section 99. Effective date. This Act takes effect upon
