| 1 | AN ACT concerning transportation.

| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The State Finance Act is amended by adding | ||||||
| 5 | Section 5.866 as follows: | ||||||

| 7 | Sec. 5.866. The Emergency Management Fund. | ||||||
| 8 | Section 10. The Illinois Vehicle Code is amended by adding | ||||||
| 9 | Section 3-699.14 as follows: | ||||||
| 10 | (625 ILCS 5/3-699.14 new) | ||||||
| 11 | Sec. 3-699.14. Emergency Management plates. | ||||||
| 12 | (a) The Secretary, upon receipt of all applicable fees and | ||||||
| 13 | applications made in the form prescribed by the Secretary, may | ||||||
| 14 | issue special registration plates designated as Emergency | ||||||
| 15 | Management license plates. The special plates issued under this | ||||||
| 16 | Section shall be affixed only to passenger vehicles of the | ||||||
| 17 | first division or motor vehicles of the second division | ||||||
| 18 | weighing not more than 8,000 pounds. Plates issued under this | ||||||
| 19 | Section shall expire according to the multi-year procedure | ||||||
| 20 | established by Section 3-414.1 of this Code. | ||||||
| 21 | (b) The design and color of the special plates shall be | ||||||

| 1 | wholly within the discretion of the Secretary. Appropriate | ||||||
| 2 | documentation, as determined by the Secretary, shall accompany | ||||||
| 3 | each application. | ||||||
| 4 | (c) An applicant for the special plate shall be charged a | ||||||
| 5 | $20 fee for original issuance in addition to the appropriate | ||||||
| 6 | registration fee. Of this fee, $5 shall be deposited into the | ||||||
| 7 | Emergency Management Fund and $15 shall be deposited into the | ||||||
| 8 | Secretary of State Special License Plate Fund, to be used by | ||||||
| 9 | the Secretary to help defray the administrative processing | ||||||
| 10 | costs. For each registration renewal period, a $20 fee, in | ||||||
| 11 | addition to the appropriate registration fee, shall be charged. | ||||||
| 12 | Of this fee, $18 shall be deposited into the Emergency | ||||||
| 13 | Management Fund and $2 shall be deposited into the Secretary of | ||||||
| 14 | State Special License Plate Fund. | ||||||
| 15 | (d) The Emergency Management Fund is created as a special | ||||||
| 16 | fund in the State treasury. All money in the Emergency | ||||||
| 17 | Management Fund shall be paid, subject to appropriation by the | ||||||
| 18 | General Assembly and distribution by the Secretary, as grants | ||||||
| 19 | to The Illinois Emergency Management Agency for the purpose of | ||||||
| 20 | providing training and education programs.
