AMENDMENT TO HOUSE BILL 3234 




2    AMENDMENT NO. ______. Amend House Bill 3234 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Wildlife Code is amended  by changing 
5Section 3.1-9 as follows:
 
6    "(520 ILCS 5/3.1-9)
7    Sec. 3.1-9. Youth Hunting License. Any resident youth age 
818 16 and under may apply to the Department for a Youth Hunting 
9License, which extends limited hunting privileges. The Youth 
10Hunting License shall be a renewable license that shall expire 
11on the March 31 following the date of issuance.
12    For youth age 18 16 and under, the Youth Hunting License 
13shall entitle the licensee to hunt while supervised  by a 
14parent, grandparent, or guardian who is 21 years of age or 
15older and has a valid Illinois hunting license.  Possession of a 
16Youth Hunting License shall serve in lieu of a valid hunting

1license, but does not exempt the licensee from compliance with 
2the requirements of this Code and any rules adopted under this 
3Code.
4    A youth licensed under this Section shall not hunt or carry 
5a hunting device, including, but not limited to, a firearm, bow 
6and arrow, or crossbow unless the youth is accompanied by and 
7under the close personal supervision of a parent, grandparent, 
8or guardian who is 21 years of age or older and has a valid 
9Illinois hunting license.
10    At age 18 17 years or when the youth chooses to hunt by 
11himself or herself, he or she is themselves, they are required 
12to successfully complete a hunter safety course approved by the 
13Department prior to being able to obtain a full hunting license 
14and subsequently hunt by himself or herself themselves.
15    In order to be approved for the Youth Hunting License, the 
16applicant must request a Youth Hunting License from the 
17Department and submit a $7 fee, which shall be separate from 
18and additional to any other stamp, permit, tag, or license fee 
19that may be required for hunting under this Code. The 
20Department shall adopt rules for the administration of the 
21program, but shall not require any certificate of competency or 
22other hunting education as a condition of the Youth Hunting 
23License.
