Appropriates $15,000,000 from the General Revenue Fund to the Illinois Department of Transportation for the purpose of preparing a federally approved Tier 1 Environmental Impact Statement for a high speed rail system. Effective July 1, 2015.

AN ACT making appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The sum of $15,000,000, or so much of that sum as may be necessary, is appropriated from the General Revenue Fund to the Illinois Department of Transportation for the purpose of preparing a federally approved Tier 1 Environmental Impact Statement (EIS) for a high speed rail system connecting O’Hare Airport, Union Station, McCormick Place, Champaign, Decatur, Springfield, and East St. Louis, with a branch to Indianapolis.
Section 99. Effective date. This Act takes effect July 1, 2015.
