Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Provides that a person not licensed as a cosmetologist or an esthetician under the Act may become certified as an eyelash technician upon application to the Department of Professional and Financial Regulation, completion of an eyelash extension application training program, and payment of the required fee. Provides that the eyelash extension application training program must include at least 320 hours of classroom instruction and practical experience and include instruction in recognizing infectious or contagious diseases of the eye and allergic reactions to materials, proper sanitation practices, occupational health and safety practices, eyelash extension application procedures, and eyelash extension isolation and separation procedures. Provides that an instructor at an eyelash extension application training program must be a licensed cosmetology teacher or cosmetology clinic teacher. Provides that the Department of Financial and Professional Responsibility shall adopt rules regarding eyelash extension application training programs and may establish or designate approved training programs.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Barber, Cosmetology, Esthetics, Hair |
5 | | Braiding, and Nail
Technology Act of 1985 is amended by adding |
6 | | Section 3-9 as follows: |
7 | | (225 ILCS 410/3-9 new) |
8 | | Sec. 3-9. Certification as eyelash technician; eyelash |
9 | | extension application training program. |
10 | | (a) Notwithstanding any other provision of this Act, a |
11 | | person who is not licensed as a cosmetologist or an esthetician |
12 | | may apply eyelashes to a person provided he or she is certified |
13 | | as an eyelash technician. A person may become certified as an |
14 | | eyelash technician upon application to the Department, |
15 | | completion of an eyelash extension application training |
16 | | program, and payment of the required fee. The eyelash extension |
17 | | application training program must include at least 320 hours of |
18 | | classroom instruction and practical experience, including at |
19 | | least 8 hours of theoretical instruction, and include |
20 | | instruction in the following areas: |
21 | | (1) recognizing infectious or contagious diseases of |
22 | | the eye and allergic reactions to materials; |
23 | | (2) proper sanitation practices; |
