| 2 | | AMENDMENT NO. ______. Amend House Bill 3689 as follows:

| 3 | | on page 3, by replacing lines 16 through 20 with "a person with |
| 4 | | disabilities who: (i) has been issued registration plates under |
| 5 | | subsection (a) of Section 3-609 or Section 3-616 of this Code |
| 6 | | or a special decal or device under this Section, (ii) holds a |
| 7 | | valid Illinois driver's license, and (iii) is unable to do one |
| 8 | | or more of the following:"; and

| 9 | | on page 4, line 20, after "driving", by inserting "and the |
| 10 | | person with disabilities does not have an Illinois driver's |
| 11 | | license. This meter-exempt decal or device may be used by the |
| 12 | | authorized holder to designate and identify a vehicle when the |
| 13 | | vehicle is being used to transport a person or persons with |
| 14 | | disabilities and that person with disabilities is unable to |
| 15 | | drive on his or her own".
