Amends the Department of Veterans Affairs Act. Requires the Department of Veterans' Affairs, in consultation with the Human Rights Commission, to inform State residents who are veterans, members of the Armed Forces of the United States, members of the Illinois National Guard, or members of any reserve component of the Armed Forces of the United States that any employer who refuses to hire a prospective employee on the basis of military status commits an act of unlawful discrimination in violation of the Illinois Human Rights Act and is subject to civil penalties as provided under that Act. Grants the Department rulemaking authority to implement this provision.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Veterans Affairs Act is |
5 | | amended by adding Section 11 as follows: |
6 | | (20 ILCS 2805/11 new) |
7 | | Sec. 11. Unlawful discrimination in employment. The |
8 | | Department, in consultation with the Human Rights Commission, |
9 | | shall inform State residents who are veterans, members of the |
10 | | Armed Forces of the United States, members of the Illinois |
11 | | National Guard, or members of any reserve component of the |
12 | | Armed Forces of the United States that any employer who refuses |
13 | | to hire a prospective employee on the basis of military status |
14 | | commits an act of unlawful discrimination in violation of the |
15 | | Illinois Human Rights Act and is subject to civil penalties as |
16 | | provided under that Act. The Department shall adopt any rules |
17 | | necessary to implement this Section.
