Amends the State Finance Act. Creates the Support Neighborhood Schools Special License Plate Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Support Neighborhood Schools license plates. Provides that the design and color of the special plates shall be determined by a contest that every elementary school pupil attending an Illinois public school is eligible to enter, and the winning design shall be selected by a committee. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Support Neighborhood Schools Special License Plate Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $40 shall be charged for each renewal, of which $38 shall be deposited into the Support Neighborhood Schools Special License Plate Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Support Neighborhood Schools Special License Plate Fund shall be paid as grants to the school district from which the purchaser of the Support Neighborhood Schools license plate resides. Provides that if the school district contains multiple public schools, the moneys in the Support Neighborhood Schools Special License Plate Fund shall be distributed to the specific school within the school boundary in which the purchaser resides. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.866 as follows: |

7 | | Sec. 5.866. The Support Neighborhood Schools Special |
8 | | License Plate Fund. |
9 | | Section 10. The Illinois Vehicle Code is amended by adding |
10 | | Section 3-699.14 as follows: |

14 | | (a) The Secretary, upon receipt of all applicable fees and |
15 | | applications made in the form prescribed by the Secretary of

16 | | State, may issue special registration plates designated as |
17 | | Support Neighborhood Schools license plates. The special |
18 | | plates issued under this Section shall be affixed only to |
19 | | passenger vehicles of the first division or motor vehicles of |
20 | | the second division weighing not more than 8,000 pounds. Plates |
21 | | issued under this Section shall expire according to the |

1 | | multi-year procedure established by Section 3-414.1 of this |
2 | | Code. |
3 | | (b) The design and color of the special plates shall be |
4 | | determined by a contest that every elementary school pupil |
5 | | attending an Illinois public school is eligible to enter. The |
6 | | designs submitted for the contest shall be judged on September |
7 | | 30, 2015, and the winning design shall be selected by a |
8 | | committee. The committee shall be composed of the Secretary, |
9 | | the Director of State Police, the Mayor of the City of Chicago, |
10 | | two members of the Illinois Senate with one member chosen by |
11 | | the President of the Senate and one member chosen by the Senate |
12 | | Minority Leader, and two members of the Illinois House of |
13 | | Representative with one member chosen by the Speaker of the |
14 | | House and one member chosen by the House Minority Leader. The |
15 | | plates are not required to designate "Land of Lincoln" as |
16 | | prescribed in subsection (b) of Section 3-412 of this Code. The |
17 | | Secretary may allow the plates to be issued as vanity or |
18 | | personalized plates under Section 3-405.1 of this Code. The |
19 | | Secretary shall prescribe stickers or decals as provided under |
20 | | Section 3-412 of this Code. Appropriate documentation, as |
21 | | determined by the Secretary, shall accompany each application. |
22 | | (c) An applicant shall be charged a $40 fee for original |
23 | | issuance in addition to the appropriate registration fee, if |
24 | | applicable. Of this fee, $25 shall be deposited into the |
25 | | Support Neighborhood Schools Special License Plate Fund and $15 |
26 | | shall be deposited into the Secretary of State Special License |

2 | | addition to the appropriate registration fee, shall be charged. |
3 | | Of this fee, $38 shall be deposited into the Support |
4 | | Neighborhood Schools Special License Plate Fund and $2 shall be |
5 | | deposited into the Secretary of State Special License Plate |
6 | | Fund. |
7 | | (d) The Support Neighborhood Schools Special License Plate |
8 | | Fund is created as a special fund in the State treasury. All |
9 | | moneys in the Support Neighborhood Schools Special License |
10 | | Plate Fund shall be paid, subject to appropriation by the |
11 | | General Assembly and distribution by the Secretary, as grants |
12 | | to the school district from which the purchaser of the Support |
13 | | Neighborhood Schools license plate resides. If the school |
14 | | district contains multiple public schools, the moneys in the |
15 | | Support Neighborhood Schools Special License Plate Fund shall |
16 | | be distributed to the specific school within the school |
17 | | boundary in which the purchaser resides. The moneys shall be |
18 | | distributed on an annual basis.

19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law.
