SYNOPSIS AS INTRODUCED:

    Amends the State Finance Act. Creates the Support Neighborhood Schools Special License Plate Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Support Neighborhood Schools license plates. Provides that the design and color of the special plates shall be determined by a contest that every elementary school pupil attending an Illinois public school is eligible to enter, and the winning design shall be selected by a committee. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Support Neighborhood Schools Special License Plate Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $40 shall be charged for each renewal, of which $38 shall be deposited into the Support Neighborhood Schools Special License Plate Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Support Neighborhood Schools Special License Plate Fund shall be paid as grants to the school district from which the purchaser of the Support Neighborhood Schools license plate resides. Provides that if the school district contains multiple public schools, the moneys in the Support Neighborhood Schools Special License Plate Fund shall be distributed to the specific school within the school boundary in which the purchaser resides. 1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Support Neighborhood Schools Special
8License Plate Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699.14 as follows:
 
11    (625 ILCS 5/3-699.14 new)
12    Sec. 3-699.14. Support Neighborhood Schools license
13plates.
14    (a) The Secretary, upon receipt of all applicable fees and
15applications made in the form prescribed by the Secretary of
16State, may issue special registration plates designated as
17Support Neighborhood Schools license plates. The special
18plates issued under this Section shall be affixed only to
19passenger vehicles of the first division or motor vehicles of
20the second division weighing not more than 8,000 pounds. Plates
21issued under this Section shall expire according to the

1multi-year procedure established by Section 3-414.1 of this
2Code.
3    (b) The design and color of the special plates shall be
4determined by a contest that every elementary school pupil
5attending an Illinois public school is eligible to enter. The
6designs submitted for the contest shall be judged on September
730, 2015, and the winning design shall be selected by a
8committee. The committee shall be composed of the Secretary,
9the Director of State Police, the Mayor of the City of Chicago,
10two members of the Illinois Senate with one member chosen by
11the President of the Senate and one member chosen by the Senate
12Minority Leader, and two members of the Illinois House of
13Representative with one member chosen by the Speaker of the
14House and one member chosen by the House Minority Leader. The
15plates are not required to designate "Land of Lincoln" as
16prescribed in subsection (b) of Section 3-412 of this Code. The
17Secretary may allow the plates to be issued as vanity or
18personalized plates under Section 3-405.1 of this Code. The
19Secretary shall prescribe stickers or decals as provided under
20Section 3-412 of this Code. Appropriate documentation, as
21determined by the Secretary, shall accompany each application.
22    (c) An applicant shall be charged a $40 fee for original
23issuance in addition to the appropriate registration fee, if
24applicable. Of this fee, $25 shall be deposited into the
25Support Neighborhood Schools Special License Plate Fund and $15
26shall be deposited into the Secretary of State Special License

1Plate Fund. For each registration renewal period, a $40 fee, in
2addition to the appropriate registration fee, shall be charged.
3Of this fee, $38 shall be deposited into the Support
4Neighborhood Schools Special License Plate Fund and $2 shall be
5deposited into the Secretary of State Special License Plate
6Fund.
7    (d) The Support Neighborhood Schools Special License Plate
8Fund is created as a special fund in the State treasury. All
9moneys in the Support Neighborhood Schools Special License
10Plate Fund shall be paid, subject to appropriation by the
11General Assembly and distribution by the Secretary, as grants
12to the school district from which the purchaser of the Support
13Neighborhood Schools license plate resides. If the school
14district contains multiple public schools, the moneys in the
15Support Neighborhood Schools Special License Plate Fund shall
16be distributed to the specific school within the school
17boundary in which the purchaser resides. The moneys shall be
18distributed on an annual basis.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
