Amends the Department of Professional Regulation Law. Provides that a person applying for a professional license or certification who has met all State requirements for licensure or certification and who may legally work within the United States may not be denied a professional license or certification on the basis of the person's federal immigration status. Provides that if federal law prohibits the licensure or certification in a particular profession based on immigration status, a person to whom the federal law applies may not be issued a professional license or certification in this State.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Department of Professional Regulation Law of |
| 5 | | the
Civil Administrative Code of Illinois is amended by adding |
| 6 | | Section 2105-20 as follows: |
| 7 | | (20 ILCS 2105/2105-20 new) |
| 8 | | Sec. 2105-20. Immigration status; licensing and |
| 9 | | certification. |
| 10 | | (a) A person applying for a professional license or |
| 11 | | certification who has met all State requirements for licensure |
| 12 | | or certification and who may legally work within the United |
| 13 | | States may not be denied a professional license or |
| 14 | | certification on the basis of the person's federal immigration |
| 15 | | status. |
| 16 | | (b) If federal law prohibits licensure or certification in |
| 17 | | a particular profession based on immigration status, a person |
| 18 | | to whom the federal law applies may not be issued a |
| 19 | | professional license or certification in this State.
