Amends various Acts relating to the governance of public universities in Illinois. Prohibits a university from using State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the university. In the event that a university violates this prohibition, requires the State Comptroller to debit from the university's State operating aid an amount equal to the amount paid by the university to the commencement speaker. Effective immediately.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 90 as follows:

(110 ILCS 305/90 new)

Sec. 90. Commencement speaker; State funds prohibition. The University may not use State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University. In the event that the University violates this Section, the State Comptroller shall debit from the University's State operating aid an amount equal to the amount paid by the University to the commencement speaker.

Section 10. The Southern Illinois University Management Act is amended by adding Section 75 as follows:

Sec. 75. Commencement speaker; State funds prohibition. The University may not use State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University. In the event that the University violates this Section, the State Comptroller shall debit from the University's State operating aid an amount equal to the amount paid by the University to the commencement speaker.

Section 15. The Chicago State University Law is amended by adding Section 5-185 as follows:

Sec. 5-185. Commencement speaker; State funds prohibition. The University may not use State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University. In the event that the University violates this Section, the State Comptroller shall debit from the University's State operating aid an amount equal to the amount paid by the University to the commencement speaker.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-185 as follows:

Section 99. Effective date. This Act takes effect upon becoming law.
