AMENDMENT TO HOUSE BILL 3973

AMENDMENT NO. ______. Amend House Bill 3973 by replacing everything after the enacting clause with the following:

"Section 5. The University of Illinois Act is amended by adding Section 90 as follows:

(110 ILCS 305/90 new)

Sec. 90. Commencement speaker; State funds prohibition. The University may not use State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University, but may use private funds for such purposes. In the event that the University violates this Section, the State Comptroller shall debit from the University's State operating aid an amount equal to the amount paid by the University to the commencement speaker.

Section 10. The Southern Illinois University Management Act is amended by adding Section 75 as follows:

Sec. 75. Commencement speaker; State funds prohibition. The University may not use State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University, but may use private funds for such purposes. In the event that the University violates this Section, the State Comptroller shall debit from the University's State operating aid an amount equal to the amount paid by the University to the commencement speaker.

Section 15. The Chicago State University Law is amended by adding Section 5-185 as follows:

Sec. 5-185. Commencement speaker; State funds prohibition. The University may not use State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University, but may use private funds for such purposes. In the event that the University violates this Section, the State Comptroller shall debit from the University's State operating aid an amount equal to the amount paid by the University to the commencement speaker.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-185 as follows:

Sec. 10-185. Commencement speaker; State funds prohibition. The University may not use State funds to pay an individual to deliver the commencement address at any graduation ceremony conducted by the University, but may use private funds for such purposes. In the event that the University violates this Section, the State Comptroller shall debit from the University's State operating aid an amount equal to the amount paid by the University to the commencement speaker.

Section 25. The Governors State University Law is amended by adding Section 15-185 as follows:

Section 30. The Illinois State University Law is amended by adding Section 20-190 as follows:

Section 35. The Northeastern Illinois University Law is amended by adding Section 25-185 as follows:

Section 99. Effective date. This Act takes effect upon becoming law.".
