SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Expressway Ramp Camera Placement Act. Creates the Expressway Ramp and Camera Placement Study. Requires the Illinois Department of Transportation to conduct a study on accidents involving motor vehicles driving the wrong direction onto expressway or freeway access ramps, and produce a report on its findings. Provides that the Department's report shall include the frequency of access ramp accidents; a listing of access ramps with the highest accident rates; and a recommendation for placement of access ramp cameras. Requires the Department to place cameras on access ramps, which in the Department's discretion, have the highest accident rates. The cameras shall record the scene with video and audio, and be accompanied by a sound or siren which shall warn on-coming traffic that a vehicle is driving in the wrong direction, and to proceed with caution. Defines the terms, "access ramp", "Department", and "expressway". Contains a repealer provision for the study. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Expressway Ramp Camera Placement Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Access ramp" means the road path used by motor vehicles to
8either enter or exit an expressway.
9    "Department" means the Illinois Department of
10Transportation.
11    "Expressway" means a major divided highway designed for
12high-speed travel, having few or no intersections. An
13"expressway" may also be referred to as a "freeway".
 
14    Section 10. The Expressway Ramp and Camera Placement Study.
15    (a) The Department shall conduct a study on accidents
16involving motor vehicles driving the wrong direction onto
17expressway or freeway access ramps, and produce a report on its
18findings. The report shall include, but not be limited to, the
19following:
20        (1) the frequency of accidents involving motor
21    vehicles driving the wrong direction onto expressway or
22    freeway access ramps in this State;

1        (2) a listing of expressway or freeway access ramps
2    having the highest accident rate due to motor vehicles
3    driving the wrong direction onto the access ramp; and
4        (3) recommendations for placement of cameras, for
5    safety purposes, on access ramps having the highest
6    frequency of accidents due to motor vehicles driving the
7    wrong direction onto the access ramp.
8    (b) The Department shall submit its report and
9recommendations to the General Assembly on or before January 1,
102016.
 
11    Section 15. Placement of expressway cameras.
12    (a) Based upon the Expressway Ramp and Camera Placement
13Study, the Department shall install cameras on access ramps,
14which in the Department's discretion, have the highest accident
15rates due to motor vehicles driving the wrong direction onto
16the access ramp.
17    (b) The cameras shall be capable of video and audio
18recording of the ramp, and be accompanied by a sound or siren
19which shall warn on-coming traffic that a vehicle is driving in
20the wrong direction, and to proceed with caution.
 
21    Section 20. Expiration. Section 10 of this Act is repealed
22on January 1, 2017.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
