AMENDMENT TO House Bill 4170
AMENDMENT NO. ______. Amend House Bill 4170, by replacing everything after the enacted clause with the following:
“ARTICLE 1
Section 5. The amount of $150,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Corrections for ordinary and contingent expenses, permanent improvements, but not including personal services.
ARTICLE 2
Section 5. The sum of $25,000,000, or so much thereof as may be necessary, is appropriated to the Department of Human Services from the Budget Stabilization Fund for operational expenses, but not including personal services.
Section 10. The sum of $25,000,000, or so much thereof as may be necessary, is appropriated to the Department of Human Services from the Commitment to Human Services Fund for operational expenses, but not including personal services.
ARTICLE 3
Section 5. The amount of $5,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Revenue for ordinary and contingent expenses and refunds, but not including personal services.
ARTICLE 4
Section 5. The amount of $2,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Agriculture for ordinary and contingent expenses, but not including personal services.
ARTICLE 5
Section 5. The amount of $6,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Natural Resources for ordinary and contingent expenses, but not including personal services.
ARTICLE 6
Section 5. The amount of $1,945,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of State Police for ordinary and contingent expenses, but not including personal services.
ARTICLE 7
Section 5. The amount of $500,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Historic Preservation Agency for ordinary and contingent expenses, but not including personal services.
ARTICLE 8
Section 5. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Veterans’ Affairs for ordinary and contingent expenses, but not including personal services.
ARTICLE 9
Section 5. The amount of $18,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Healthcare and Family Services for ordinary and contingent expenses, but not including personal services.
ARTICLE 10
Section 5. The amount of $3,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Public Health for grants and ordinary and contingent expenses, but not including personal services.
Section 10. The amount of $4,000,000, or so much thereof as may be necessary, is appropriated from the Commitment to Human Services Fund to the Department of Public Health for grants and ordinary and contingent expenses, but not including personal services.
ARTICLE 11
Section 5. The amount of $42,750,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Central Management Services for ordinary and contingent expenses, but not including personal services.
ARTICLE 12
Section 5. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department on Aging for ordinary and contingent expenses, but not including personal services.
Section 10. The amount of $2,000,000, or so much thereof as may be necessary, is appropriated from the Commitment to Human Services Fund to the Department on Aging for ordinary and contingent expenses, but not including personal services.
ARTICLE 13
Section 5. The amount of $500,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Commerce and Economic Opportunity for ordinary and contingent expenses, but not including personal services.
ARTICLE 14
Section 5. The amount of $125,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Illinois Arts Council for ordinary and contingent expenses, but not including personal services.
ARTICLE 15
Section 5. The amount of $150,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Governor’s Office of Management and Budget for ordinary and contingent expenses, but not including personal services.
ARTICLE 16
Section 5. The amount of $500,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Board of Higher Education for ordinary and contingent expenses, but not including personal services.
ARTICLE 17
Section 5. The amount of $500,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Military Affairs for ordinary and contingent expenses, but not including personal services.
ARTICLE 18
Section 5. The amount of $10,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Office of the Secretary of State for ordinary and contingent expenses, but not including personal services.
ARTICLE 19
Section 5. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Office of the Comptroller for ordinary and contingent expenses, but not including personal services.
ARTICLE 20
Section 5. The amount of $200,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Labor for ordinary and contingent expenses, but not including personal services.
ARTICLE 21
Section 5. The amount of $100,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Illinois Labor Relations Board for ordinary and contingent expenses, but not including personal services.
ARTICLE 22
Section 5. The amount of $200,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Criminal Justice Information Authority for ordinary and contingent expenses, but not including personal services.
ARTICLE 23
Section 5. The amount of $30,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Deaf and Hard of Hearing Commission for ordinary and contingent expenses, but not including personal services.
ARTICLE 24
Section 5. The amount of $150,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Office of the Governor for ordinary and contingent expenses, but not including personal services.
ARTICLE 25
Section 5. The amount of $50,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Office of the Lieutenant Governor for ordinary and contingent expenses, but not including personal services.
ARTICLE 26
Section 5. The amount of $200,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Prisoner Review Board for ordinary and contingent expenses, but not including personal services.
ARTICLE 27
Section 5. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Illinois State Board of Education for ordinary and contingent expenses, but not including personal services.

Section 5. The amount of $250,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Illinois Community College Board for ordinary and contingent expenses, but not including personal services.
ARTICLE 29
Section 5. The amount of $150,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Executive Ethics Commission for ordinary and contingent expenses, but not including personal services.
ARTICLE 30
Section 5. The amount of $150,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Office of the Executive Inspector General for ordinary and contingent expenses, but not including personal services.
ARTICLE 31
Section 5. The amount of $500,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Department of Human Rights for ordinary and contingent expenses, but not including personal services.
ARTICLE 32
Section 5. The amount of $150,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Human Rights Commission for ordinary and contingent expenses, but not including personal services.

Section 5. The amount of $25,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Civil Service Commission for ordinary and contingent expenses, but not including personal services.
ARTICLE 34
Section 5. The amount of $75,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the State Universities Civil Service System for ordinary and contingent expenses, but not including personal services.
ARTICLE 35
Section 5. The amount of $25,000, or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Illinois Independent Tax Tribunal for ordinary and contingent expenses, but not including personal services.
ARTICLE 36
Section 5. The amount of $150,000 or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Office of the Attorney General for ordinary and contingent expenses and other disbursements, but not including personal services.
ARTICLE 37
Section 5. The amount of $2,500,000 or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Office of the Treasurer for ordinary and contingent expenses, but not including personal services.
ARTICLE 38
Section 5. The amount of $20,000 or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Court of Claims for ordinary and contingent expenses, but not including personal services.
ARTICLE 39
Section 5. The amount of $80,000 or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the State Board of Elections for ordinary and contingent expenses, but not including personal services.
ARTICLE 40
Section 5. The amount of $25,000 or so much thereof as may be necessary, is appropriated from the Budget Stabilization Fund to the Procurement Policy Board for ordinary and contingent expenses, but not including personal services.
ARTICLE 41
Section 5. The amount of $161,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Corrections for ordinary and contingent expenses, permanent improvements, but not including personal services.
Section 10. The amount of $8,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Revenue for ordinary and contingent expenses, including refunds, but not including personal services.
Section 15. The amount of $149,200,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Central Management Services for ordinary and contingent expenses, permanent improvements, costs associated with state government, refunds, but not including personal services.
Section 20. The amount of $25,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Healthcare and Family Services for ordinary and contingent expenses, but not including personal services.
Section 25. The amount of $25,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for ordinary and contingent expenses, refunds, permanent improvements, costs associated with human service programs, but not including personal services.
Section 30. The sum of $1,404,600, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Southwestern Illinois Development Authority for the purpose of repaying a loan from the Illinois Finance Authority for debt service paid in fiscal year 2016 on Southwestern Illinois Development Authority bonds issued on behalf of Laclede Steel-Illinois.
Section 35. The sum of $1,427,800, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Southwestern Illinois Development Authority for replenishment of a draw on the debt service reserve fund backing bonds issued on behalf of Laclede Steel-Illinois
Section 40. The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Governor’s Office of Management and Budget for deposit into the Grant Accountability and Transparency Fund.
Section 45. The amount of $75,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Governor’s Office of Management and Budget for ordinary and contingent expenses, but not including personal services.
Section 50. The amount of $150,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Historic Preservation Agency for ordinary and contingent expenses, but not including personal services.
Section 55. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of State Police for ordinary and contingent expenses, but not including personal services.
Section 60. The amount of $200,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Prisoner Review Board for ordinary and contingent expenses, but not including personal services.
Section 65. The amount of $75,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Office of the Governor for ordinary and contingent expenses, but not including personal services.
Section 70. The amount of $50,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Office of the Lieutenant Governor for ordinary and contingent expenses, but not including personal services.
Section 75. The amount of $25,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Office of the Secretary of State for ordinary and contingent expenses, but not including personal services.
Section 80. The amount of $2,500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Office of the Comptroller for ordinary and contingent expenses, but not including personal services.

Section 100. The amount of $30,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Court of Claims for ordinary and contingent expenses, but not including personal services.
ARTICLE 42
Section 5. All appropriation authority granted in this Act shall be valid for costs incurred between July 1, 2015 and December 31, 2016.
ARTICLE 997
Section 997. All appropriation authority granted in this Act shall be used only for costs for services for which spending authority has not been authorized for fiscal years 2016 or 2017 by any order of any court.
ARTICLE 999
Section 999. Effective date. This Act takes effect July 1, 2016.".
