SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Voting Rights Referendum Act. Requires the State Board of Elections to cause a statewide advisory public question to be submitted to the voters at the November 8, 2016 general election asking whether Congress should be urged to propose amending the United States Constitution to make voting rights explicit. Provides that if the provision of the Act conflicts with any other law, the Act controls. Repeals the Act on January 1, 2017. Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Voting
5Rights Referendum Act.
 
6    Section 5. Referendum. The State Board of Elections shall
7cause a statewide advisory public question to be submitted to
8the voters at the general election to be held on November 8,
92016. The question shall appear in the following form:
10    "Should Congress be urged to propose amending the United
11    States Constitution to make voting rights explicit?"
12The votes on the question shall be recorded as "Yes" or "No".
 
13    Section 10. Certification. The State Board of Elections
14shall immediately certify the question to be submitted to the
15voters of the entire State under Section 5 to each election
16authority in Illinois.
 
17    Section 15. Conflicts. If any provision of this Act
18conflicts with any other law, this Act controls.
 
19    Section 90. Repeal. This Act is repealed on January 1,
202017.

2becoming law.
